TITLE:

Consideration and Approval of Contract: Cooperative Purchase Contract with Global Rental Co., Inc. for an Altec AT48M Aerial Work Platform in the amount of $233,526, plus all applicable taxes.
 

STAFF RECOMMENDED ACTION:

  1. Approve the Cooperative Purchase Contract with Global Rental Co., Inc. for an Altec AT48M Aerial Work Platform in the amount of $233,526.00, plus all applicable taxes; and 
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

The Public Works - Streets Section is responsible for maintaining the city's 700 lane miles of roadway, including the maintenance of traffic signals and over 4,000 streetlights. Streets have been focused on the transition of the City's streetlights to dark-sky compliant LED fixtures over the past couple years and this new vehicle will be dedicated to our streetlight and traffic signal program. Streets also maintain 48 signalized intersections across the city and the numerous pedestrian crossings. The purchase of an Altec AT48M Aerial Work Platform (a/k/a "bucket truck") would allow Streets to maintain the ability to service all of our City infrastructure in these programs.

Financial Impact:

The Streets Section will utilize the FY2025-26 budget in the following accounts:
  • 040-06-161-0618-6-4401 - Streets Rolling Stock - $220,000
  • 040-06-161-0614-6-4357 - Streets Repair and Maintenance - $13,526 overage will be covered in this account
This purchase was presented to, approved by the Fleet Management Committee and the Budget process for FY 2026.

Policy Impact:

Our community desires a strong relationship to our transportation infrastructure and its maintenance expectations. This piece of equipment is essential in the safe maintenance and replacement of lighting fixtures and traffic signal maintenance.

Options and Alternatives to Recommended Action:

  1. Approve this Cooperative Purchase Contract with Global Rental Co., Inc.; or
  2. Forego the purchase of the bucket truck and provide staff with other alternatives.

Background and History:

The Streets section currently utilizes one Altec Aerial Work Platform mounted on a Freightliner cab/chassis. This unit is two-wheel drive and is a med/heavy-duty vehicle which has some limitations on access. The proposed purchase would add a bucket truck to the Section, allowing the two new Streetlight Technicians approved in 2022/2023 to conduct repairs and maintenance of street lighting, signal, and pedestrian crossings while allowing for the Signal Technician team to keep up with their workload. 

City of Flagstaff Purchasing section worked with the Fleet section to identify an agency contract for cooperative use. Sourcewell is a State of Minnesota local government conducted a competitive and open procurement process through Request for Proposal 040924 that resulted in Contract # 040924-ALT with Contractor.
