TITLE:

Consideration and Approval of Contract: Job Order Contract for Construction: Kinney Construction Services, Inc. for Sinclair Wash Flagstaff Urban Trail System (FUTS) Repair in the amount not to exceed $181,399.
 

STAFF RECOMMENDED ACTION:

  1. Approve the Job Order Contract for Construction with Kinney Construction Services, Inc. for the Sinclair Wash FUTS Repair (Headwall, Wingwalls, Culvert Installation) in the amount not to exceed $181,399; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

The FUTS is a jewel of the City of Flagstaff. Maintenance of the FUTS has often been deferred including areas of erosion and flood-prone crossings of streams and washes. This Project will repair two stream crossings of the FUTS immediately downstream of Lonetree Avenue. The Project is funded by $151,787 of Stormwater Spot Improvement funding (206-08-385-3238-0-4421) and $29,612 of Transportation funding (FUTS Spot Improvements).

Kinney Construction Services, Inc. was one of numerous contractors selected in 2021 to provide construction work to the City through a Job Order Contracting procurement process defined by Title 34 of the Arizona Revised Statutes. Through this process, the City created a list of qualified contractors to perform construction projects for the City and each contractor entered into a master contract. Then, as the City identifies construction work, the qualified contractors on the Job Order Contracting list are provided the specs for job, bid for the project, are considered, and, if selected, enter into a subsequent Job Order Contract for Construction. Here, Kinney Construction Services, Inc. has been selected to enter into a Job Order Contract for Construction for the Sinclair Wash FUTS Repair (Headwall, Wingwalls, Culvert Installation).

Previous Council Decision or Community Discussion:

On January 5, 2021, the City Council approved the master contract authorizing Kinney Construction Services, Inc. to provide Job Order Construction services to the City of Flagstaff.

Options and Alternatives to Recommended Action:

  1. Approve the Job Order Contract for Construction with Kinney Construction Services; or
  2. Deny the Contract and allow another Section or Division to repair as it continues to fail over time.

Background and History:

The Stormwater Section and Transportation Section both maintain Spot Improvement programs for repairing and improving infrastructure. The FUTS trail is generally not maintained by Stormwater but in this case there are impacts to the greater Stormwater infrastructure by the failure of these two culverts (through erosion and channel incision). 

Stormwater Section is utilizing the City of Flagstaff Job Order Contractor program for faster, efficient project delivery. All contractors from the horizontal discipline were requested to issue a bid for this project.

Goal WR.5.
Policy WR.5.1. Preserve and restore existing natural watercourse corridors, including the 100-year floodplain, escarpments, wildlife corridors, natural vegetation, and other natural features using methods that result in a clear legal obligation to preserve corridors in perpetuity, where feasible.
Policy WR.5.4. Develop any necessary stormwater infrastructure improvements consistent with City of Flagstaff stormwater master plans or studies as adopted by the City.
Policy WR.5.5. Give preference to regional detention facilities that are designed in conjunction with smaller low-impact development features, rather than numerous smaller dispersed basins. Encourage regional detention basins to incorporate natural watershed characteristics as well as offering recreational components.
