Acceptance of Dedications and Easements: John Wesley Powell Boulevard extension
 

STAFF RECOMMENDED ACTION:


Accept the dedications and easements

Executive Summary:

City council typically accepts dedication of easements and rights of way in bulk on an annual basis.  Construction timelines for the John Wesley Powell extension project necessitate earlier acceptance of these dedications. This action accepts the easements and dedications necessary to begin construction of the John Wesley Powell Boulevard segment on property owned by Little America, STL405 LLC and Elk Ridge Group. Both property owners are working on dedicating the right of way necessary through maps of dedication; the easements accepted today will expire once these other dedications are made. In addition, this action accepts permanent right of way and easements for a spur off of John Wesley Powell Boulevard on Elk Ridge Group and STL405 LLC properties. Accepting these easements and right of way will allow construction to begin on the City portion of this project.

Previous Council Decision or Community Discussion:

The development agreements in which the granting parties agreed to convey the rights needed for the John Wesley Powell Boulevard extension were approved via resolution before council on December 3rd, 2024.

Options and Alternatives to Recommended Action:

If the Council does not accept the easements, the necessary rights to construct the John Wesley Powell Boulevard will be dedicated later, but this wil cause delays in having the rights to construct the project.
