TITLE:

Consideration and Approval of Contract: Job Order Contract - Construction Contract with Kinney Construction, LLC for the Route 66 and Ponderosa Parkway Landscape Project ("Project") in the amount of $247,944.00.
 

STAFF RECOMMENDED ACTION:

  1. Approve the Job Order Contract - Construction Contract with Kinney Construction, LLC (“Contractor”) in the amount of $247,944.00 and a contract time of (60) calendar days; and
  2. Approve a contract allowance of $18,595.80, which is 7.5% of the Construction Contract amount; and
  3. Approve Change Order Authority to the City Manager in the amount of $24,794.40. (10% of the contract amount, less allowances); and
  4. Authorize the City Manager to execute the necessary documents.

Executive Summary:

The Job Order Contract - Construction Contract award in the amount of $247,944.00 to the Contractor is proposed to complete the Project which seeks to beautify the southwest and southeast corners of Route 66 at the Ponderosa Parkway intersection.  The Project generally consists of removals, landscaping, hardscape, FUTS fencing, FUTS Route 66 signage and a reclaimed water irrigation system. The Project is located on City of Flagstaff property with a portion of work in the Arizona Department of Transportation ("ADOT") right-of-way on Route 66.

The Project is currently at the 95% design stage.  Approval of the Job Order Contract - Construction Contract will allow the Contractor to place orders for long lead items such as Route 66 signage and planting materials.

Financial Impact:

The Project construction is funded by the Bed, Board, Beverage Funds-Beautification from the FY2025-26 budget amount of $655,227.  The account number for the Project is 051-07-212-3608-5-4433. There is no grant funding associated with the construction.

Policy Impact:

An award of this Job Order Contract - Construction Contract supports the goals of the Beatification, Arts and Sciences program, specifically the Beautification Program that utilizes Bed, Board and Beverage (BBB) Tax revenues efficiently and effectively to create, enhance, and preserve the sense of place, the built and natural environment, of Flagstaff. Working with community groups and the Beautification and Public Art Commission, this program generates enhancement projects such as streetscapes; landscaping, including community gardens; enhanced traffic and transportation features; and other small and large community projects that provide community planning and aesthetics consistent with the high standards defined by Flagstaff's public policy.

Options and Alternatives to Recommended Action:

  1. Approve the Construction Contract award as recommended.
  2. Reject the Construction Contract award. This action would delay the Project. If rejection occurs, possible options include:
    1. Re-advertise the Project at a later date; or
    2. Suspend or cancel the Project.

Background and History:

The Project was selected to enhance the beauty along historic Route 66 as well as the existing section of the Flagstaff Urban Trail System (FUTS). Through a competitive bid process in the Job Order Contracting discipline for horizontal construction, Kinney Construction, LLC was deemed the lowest responsive responsible bidder.
