TITLE:
Consideration and Approval of a Memorandum of Understanding: between the City of Flagstaff and the Indigenous Circle of Flagstaff (ICF) regarding the the Indigenous Community Cultural Center.
STAFF RECOMMENDED ACTION:
- Approve the memorandum of understanding between the City of Flagstaff and ICF.
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
In December 2024, the City of Flagstaff issued a Request for Statements of Qualifications (RSOQ #GS2025-113) to identify a partner to assist with planning, developing, and eventually managing the Indigenous Community Cultural Center. In May 2025, ICF was identified as a key partner and collaborator due to its representation of diverse Indigenous community members and its mission to support cultural vitality, visibility, and community well-being.
Approval of this MOU formalizes the partnership structure, outlines shared responsibilities, and establishes a cooperative framework to advance culturally responsive design, programming, and community engagement aligned with Indigenous community priorities. The MOU is needed to 1) Establish formal roles and expectations between the City and ICF, 2) Support transparent communication and co-development of project goals, 3) Guide shared efforts as the City continues evaluation and next steps under RSOQ #GS2025113, and 4) Advance equitable engagement with Indigenous communities in Flagstaff.

Previous Council Decision or Community Discussion:
In 2016 and 2017, ICF compiled a report of community recommendations based on a series of six Indigenous-led public forums. These recommendations were presented to and approved by the Flagstaff City Council in 2017. One overall theme included in the recommendations was the formation of an Indigenous Community Cultural Center (ICCC).
In 2019, the old Fleet Building, located on the eight-acre city parcel at 419 N Mogollon St. was identified as a possible location. This started discussions on the steps to be taken, including a community-wide public participation process to determine how this parcel could be developed.
In September 2021, the City’s Parks, Recreation, Open Space, and Events Division partnered with Southwest Decision Resources (SDR) and Wheat Design Group to lead the public participation process and develop a Concept Plan for the Thorpe Park Annex. Throughout 2022, a public engagement process was provided, and community members were invited to submit recommendations. The final concept was approved by Council on December 6, 2022.

In 1983 and several decades before, there were numerous Indigenous community discussions about the need for a community cultural center for Indigenous community members.
