TITLE:
Consideration and Adoption of Resolution No. 2018-41: A resolution approving the Intergovernmental Agreement between the City of Flagstaff and Arizona Board of Regents on behalf of Northern Arizona University to establish an internship process.

Executive Summary:
Currently, there is no formal policy document defining the internship relationship between the City and NAU. Over the course of this past fiscal year, NAU's administration has taken great strides to centralize and streamline the internship process on their end. Rather than have organizations approach individual programs/departments on campus to connect with students interested in filling internships, NAU utilizes Handshake, an online recruitment system, as a centralized platform to allow the student and the organization to connect. Efforts are on-going by NAU to also streamline the process by moving away from individual Internship agreements each organization would need to sign, to having a single master agreement suited to meet the needs of all participating programs/departments on campus.
The proposed IGA before you provides a framework for the Internship relationship between the City and NAU. The IGA also provides a structured system in support of the students participating in an internship with the option to receive credit at the academic department’s discretion.
As all IGAs must be approved by the City Council, this proposed Internship IGA between the City and NAU is before you tonight for consideration and hopeful action.

Financial Impact:
While it was decided in the budget process for FY19 that the City was not in a position to offer paid internships this Fiscal Year, in better years when resources are available specific budgeted allocations may be authorized in the Budget by Council action.
