TITLE:
Consideration and Approval of Cooperative Contract: Approve the purchase of a new 2018 Caterpillar 430F2 Bhl IT Tier 4 Backhoe through a cooperative purchase contract with the National Intergovernmental Purchasing Alliance (National IPA).
STAFF RECOMMENDED ACTION:
Approve the purchase of the 2018 New Caterpillar 430F2 Backhoe from Empire Machinery and Caterpillar, Inc. through a Tuscon, Arizona Bid Pricing Agreement, No.161534, under the National IPA for $151,089.95 plus applicable sales tax, and authorize the City Manager to execute the necessary documents.
Executive Summary:
The Water Production Section of Water Services Division maintains a number of roads as well as water transmissions lines that connect the wells to the main distribution system. During the summer months crews work to maintain the Pipeline Road that connects the Inner Basin Springs and wells to the North Reservoir Plant. This operation requires the use of a properly sized backhoe to clear and maintain the road througout the summer months to allow for fuel to be delivered to the wells in the Inner Basin.
The backhoe is also used to repair the many miles of water transmission mains that Water Production Section is responsible for maintaining. These lines connect the Upper Lake Mary and the Lake Mary Well Field to the Lake Mary Water Treatment Plant, the transmission lines that connect the Woody Mountain Wells, and the transmission line that connects the Inner Basin wells and springs to the North Reservoir Filteration Plant.
The existing backhoe is a 1999 John Deere 4x4 backhoe (W2041) with over 10,000 hours of use and is in need of replacement.

Replacement backhoe was budgeted for $170,000 in the FY2019 budget under 202-08-301-1011-0-4405 Machinery and Equipment.

Background and History:
Flagstaff Water Services has developed a network of transmission lines and access roads to the wells and water supplies located outside City Limits. Some of which have been in existence for over 100 years. Water Production is responsible for maintaining that network in order to provide access for our vehicles as well as maintaining the piping network to allow our water resources to reach the water distribution system.
Staff has reviewed the City of Tuscon cooperative agreement utilizing National IPA. Empire Machinery and Caterpillar, Inc. were invited to demonstrate their equipment and provide a proposal that would meet the needs of the Water Production Section. This equipment as selected has been budgeted in the FY2019 budget and was approved to be replaced by the Flagstaff Fleet Committee.

Key Considerations:
The existing 1999 John Deere 410E backhoe has served the Water Production Well and was used to replace thousands of feet of water line from the Inner Basin. It is used to respond to emergencies on the Inner Basin Pipeline, as well as any other transmission water main that is maintained and operated by the Water Production Section. This unit is on its third hour meter and it is estimated to have an excess of 10,000 hours of use.
