TITLE

Discussion and Consideration: Citizen Petition requesting that City Council seriously consider the effect of noise pollution on the quality of life in Flagstaff; address the unnecessary noise created when drivers intentionally modify a vehicle for the sole purpose of increasing their noise footprint.

EXECUTIVE SUMMARY:

Citizen Petition #2019-04 was received on December 9, 2019, asking the Flagstaff City Council to consider the effect of noise pollution on the quality of life in Flagstaff; address the unnecessary noise created when drivers intentionally modify a vehicle for the sole purpose of increasing their noise footprint

Council's Future Agenda Item Request (F.A.I.R.) discussion on January 7, 2020 advanced the petition to a future agenda for discussion and possible direction by the City Council.

INFORMATION:

The petition is attached.

There are a couple of related city ordinances that address stereo amplification, peeling out/screeching tires, removing mufflers/open pipes, and jake brake type noises. There is also the nuisance noise ordinance but it addresses noise from a residence and also lists as an exemption noise from normal traffic.

Staff will be available to answer any questions from the City Council.
