TITLE:
Consideration and Approval of Contract: Cooperative Purchase Contract with Governmentjobs.com, Inc., a California Corporation, DBA NEOGOV to provide three software modules. 1. Insight/Online Hiring Center provides a comprehensive employment application and recruitment process technology solution; 2. NEOGOV PERFORM provides a comprehensive employee performance evaluation technology solution, and 3. NEOGOV LEARN provides a comprehensive online training and development technology solution. The contract has a maximum total cost not to exceed $236,125.
STAFF RECOMMENDED ACTION:
- Approve the Cooperative Purchase Contract for NEOGOV Human Resource software package with Governmentjobs.com, Inc., DBA NEOGOV for a fee not to exceed an amount of $236,125 utilizing a cooperative contract through the Pascua Yaqui Tribe Tucson, Arizona; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
| More than 6,000 public sector and education organizations utilize NEOGOV to recruit, select, develop, and evaluate their workforce. In fiscal year 2020 the City acquired and implemented the NEOGOV Insight module which allowed us to transition from a 100% paper-based application process to an electronic process. This system provides ease of access for individuals to apply for positions with the City, no longer requiring them to physically come to City Hall to do so. Applicants are able to monitor the status of their application, update it as needed, and easily express their interest in multiple positions. The software also provides a seamless and paperless process for hiring managers from their initial request to fill a position through reviewing their applicants and scheduling interviews. This product also provides multiple job advertising sites such as Government Jobs and many other resources. In fiscal year 2021, Human Resources was requested to identify a better solution to replace the Halogen software that was utilized for employee performance evaluations. The NEOGOV PERFORM module was an ideal and affordable solution at about 50% of the cost of Halogen, and fully integrates with Insight which houses our job descriptions. NEOGOV PERFORM went live effective January 1, 2021. The PERFORM software offers a very robust solution to support performance and feedback, is very interactive between the employee and their supervisor, supports development plans and establishing and monitoring goals. Both the supervisor and the employee can journal their 1:1 discussion throughout the year. We wish to implement the NEOGOV LEARN module as well. Again, there is huge benefit for a fully integrated product, and it is an amazing product. With our current budget the City has historically only been able to offer a handful of training/development opportunities each year utilizing various vendors and an in-person format. COVID therefore, ground our training/development to a complete halt. By utilizing only half of our annual training budget we can offer City employees access to over 1400 courses within their current catalog, and it is growing all the time. This is for unlimited access. Our employees can self-enroll, courses can be assigned, and we are able to build curriculums for employees wishing to develop and/or promote and for new leaders. In addition, we will have unlimited ability to build and add our own training in the software providing a central location to access training. Finally, the system builds a transcript for each employee as they complete courses. |
Financial Impact:
The term of the Contract and expense is spread across three years. The purchase will be funded by the total budget appropriation of $236,125 in account numbers 001-01-012-0020-1-4343 and 001-01-012-024-4263, from the budget lines items under Recruitment and Employee Training. The not to exceed amount is $236,125.
