TITLE:

Consideration of Appointments:  Parks and Recreation Commission.

STAFF RECOMMENDED ACTION:

Make one appointment to a term expiring August 2022.

Executive Summary:

The Parks and Recreation Commission consists of seven (7) citizen members. The Parks and Recreation Commission makes recommendations to the Council regarding City parks and recreational programs, the annual budget and capital improvements for the Parks and Recreation Divisions. There is currently one available seat due to a resignation. It is important to fill vacancies on Boards and Commissions quickly so as to allow the Commission to continue meeting on a regular basis.

There are five applications on file for consideration by the Council, they are as follows:
  • John Brinkmann (new applicant)
  • Courtney  Hilow (new applicant)
  • Dana Jolly (new applicant)
  • Tod Morris (new applicant)
  • Ezekiel Ogden (new applicant)
John Brinkmann currently serves on the Board of Adjustment, but would resign his seat on the Board if appointed to the Parks and Recreation Commission. In an effort to reduce exposure to personal information the commission roster, applicant roster and applications will be submitted to the City Council separately.

COUNCIL APPOINTMENT ASSIGNMENT: Councilmember Aslan

Financial Impact:

These are voluntary positions and there is no budgetary impact to the City of Flagstaff.

  • Foster community pride & civic engagement by increasing opportunities for public involvement, in line with best practices & legal requirements
  • Enhance community involvement, education & regional partnerships to strengthen the level of public trust

Options and Alternatives:

1) Appoint one Commissioner: By appointing a member at this time, the commission will be at full membership and able to continue to meet and provide recommendations to the City Council.
2) Table the action to allow for further discussion or expand the list of candidates.

Community Involvement:

The City's boards, commissions, and committees were created to foster public participation and input and to encourage Flagstaff citizens to take an active role in city government.

Expanded Options and Alternatives:

INFORM: The vacancies are posted on the City's website and individual recruitment and mention of the openings by Board members and by City staff have occurred, informing others of these vacancies through word of mouth.
