TITLE:
Consideration and Approval of Contract: Approval of the Cooperative Purchase Contract with Interim Public Management, LLC, for professional level consulting in an annual amount not to exceed $300,000 in any fiscal year.
STAFF RECOMMENDED ACTION:
- Approve the Cooperative Purchase Contract with Interim Public Management, LLC for professional level consulting in an annual amount not to exceed $300,000 in any fiscal year; and
- Authorize the City Manager to execute the necessary documents
Executive Summary:
On October 1, 2019, City Council approved a cooperative contract with Interim Public Management, LLC (IPM) to provide professional management level consulting to temporarily fill management level positions during the process of a competitive recruitment. The approved contract was through a cooperative purchase contract with the City of Maricopa. Recently, the City of Maricopa cooperative contract with IPM expired and the City seeks to utilize a City of Phoenix cooperative purchase contract with IPM for the same services. City staff is requesting City Council adopt the new Cooperative Purchase Contract for professional level consulting under the City of Phoenix cooperative contract. Adopting this Cooperative Purchase Contract will allow City staff to continue to utilize interim managers and/or directors during times of vacancy to allow a competitive recruitment process to be completed.
Financial Impact:
When utilizing professional level consulting to fill a vacancy, salary savings from the vacant position is used to pay for the consultant contract. In situations when the consultant contract cost is higher than the salary savings, the division will look within the division's base budget to fund the additional amount. If this cannot be accomplished, the division brings the information to the budget team for consideration within the adopted budget.
Policy Impact:
Approval of the Cooperative Purchase Contract with IPM will increase the City's ability to temporarily work with high level management consultants and continue to provide quality management during the permanent recruitment process for such positions.

Options and Alternatives:
- Approve the Cooperative Purchase Contract with Interim Public Management, LLC; or
- Direct staff to conduct a formal competitive solicitation for the award of a City contract in lieu of utilizing the Cooperative Purchase Contract.
Background and History:
The City has been successfully utilizing a cooperative purchase contract for professional level consulting positions in instances that recruitment for a management level position has been lengthy. The Cooperative Purchase Contract with IPM will be utilized on an as needed basis where necessary to maintain management level processes.
