TITLE:

Consideration and Adoption of Resolution No. 2022-04:  A resolution approving an Intergovernmental Agreement between the Town of Tusayan and the City of Flagstaff for Grand Canyon Community Library services.

STAFF RECOMMENDED ACTION:

1) Read Resolution No. 2022-04 by title only
2) City Clerk reads Resolution No. 2022-04 by title only (if approved above)
3) Adopt Resolution No. 2022-04

Executive Summary:

In September 2021, the City of Tusayan approached the Grand Canyon Community Library and asked if the library could provide the City of Tusayan with some library services. Because the Grand Canyon Community Library is a branch and operated by the Flagstaff City - Coconino County Public library system and funded by County funds, an IGA is being entered into between the City of Flagstaff and the City of Tusayan.

The IGA agreement between the two cities will go as follows. The City of Tusayan will be invoiced for the cost of having a library staff person from the Grand Canyon Community Library come out once a week to provide library services. This staff person will bring library items that have been placed on hold by Tusayan community members. The staff person will also bring additional library items that visiting patrons could check out. 

Additional services that will be provided are children's storytime library programs, performances, special events. Along with these services, library staff will give computer assistance and help with reference questions and direct patrons to desired databases that will help them find needed resources. Once, every other month, the library will also provide Spanish speaking assistance and services. 

This IGA is scheduled to last until the end of the fiscal year. At this point, the library and City of Tusayan will look at the statistics provided by this service to determine if there is enough reason to have this service continue and eventually join the County Library IGA permanently.

Financial Impact:

There will be no additional financial impact from this IGA. The City of Tusayan will be invoiced for library services provided, and that funding will cover this service. 

Policy Impact:

This IGA will not impact any city or library policy. Rather, entering into this IGA, the Library will better meet its mission and vision statements.
