TITLE:

Consideration and Approval of Contract:  Approve the Cooperative Purchase Contract with PFVT Motors, LLC dba Peoria Ford for the purchase of one (1) fully electric 2022 Ford F-150 Lightning pickup in the amount of $63,372.14. 

STAFF RECOMMENDED ACTION:

  1. Approve the Cooperative Purchase Contract with PFVT Motors, LLC dba Peoria Ford for the purchase of one (1) fully electric Ford F-150 Lightning pickup $63,372.14; and  
  2. Authorize the City Manager to execute the necessary documents

Executive Summary:

Public Works is constantly looking for ways to enhance service capabilities while pushing for innovation all striving to meet the City's goal of carbon neutrality. The Solid Waste team is one of the front-line contacts with City residents and takes pride in being leaders within the community. This requires the Solid Waste Section to bring the best representation of the City when interacting with residents. Solid Waste is currently in a position to build internal infrastructure that will fully support the ever-expanding community in which we serve. The Solid Waste Section has the opportunity to purchase one of the first fully electric pick-up trucks to enter the fleet. The electric vehicle will not only help the Solid Waste Section meet the strategic goal of supporting infrastructure for growing collections efforts but it will be a great example of how the City is leading the effort of creating carbon neutral workforce. The electric vehicle will be tested in snow conditions with supervisors and traveling for training.

Financial Impact:

The electric vehicle purchase is funded with Solid Waste Program Acct # 211-06-166-0641-0-4401 for a budgeted amount of $63,372.14.

Policy Impact:

The policy implication is that the purchase of an electric vehicle will support the mission to provide a high level of service possible. The electric vehicle is also the first fully electric truck to be added to the Solid Waste fleet. The electric vehicle is a great testing opportunity for all our Staff to see how electric vehicles can support the mission of Public Works moving forward.

Connection to PBB Priorities/Objectives, Carbon Neutrality Plan & Regional Plan:

Connection to Current Council Goals: Take meaningful climate change action through the use of collection vehicles with lower emissions and greater fuel efficiency. Actively manage and protect all environmental and natural resources by facilitation of collecting trash and recyclables, which ensures waste is handled in an environmentally safe manner.

Priority Based Budgeting Council Results and Definitions: High Performing Governance by providing high quality internal and external customer service. Inclusive & Engaged Community by promoting environmental justice & the fair distribution of environmental benefits. This is the first step to adding fleet vehicles to Solid Waste that have reduced emissions. The electric vehicle will reduce the environmental impact and help reduce the carbon footprint. This purchase fit well in-line with the City of Flagstaff Carbon Neutrality Plan. 

Has There Been Previous Council Decision on This:

Yes, City Council has discussed the transition of the City fleet to all electric vehicle on many occasions, including in the approval of the Carbon Neutrality Plan. This Carbon Neutrality Plan outlines aggressive and industry leading goals to reduce the carbon footprint by the city. As we continue to see major growth in and around Flagstaff, maintenance operation also continues to grow. Solid Waste will continue to build out the support infrastructure to meet the highest levels of service possible to our residents and the purchase of the new electric vehicle will support the mission.

Options and Alternatives:

1. Approve the Cooperative Purchase Contract with PFVT Motors, LLC dba Peoria Ford for the purchase of one (1) Ford F-150 Lighting (fully electric vehicle) in the amount of $63,372.14; or
2. Do not approve the purchase.

Background and History:

Council has discussed on many occasions transitioning the city fleet form combustion engine vehicles to electric vehicles. Many of these discussion lead to the development and adoption of The Flagstaff Carbon Neutrality Plan. This plan stands on the backbone of electric vehicles and the transition to by 2030.

The State of Arizona, Procurement Department, Public Sector conducted a competitive and open procurement process through Request for Proposal Solicitation No. ADSPO17-00006937 that resulted in Contract No. ADSP017-166117 with PFVT Motors, LLC dba Peoria Ford. Purchasing Staff reviewed the State of Arizona cooperative contract to verify validity and appropriateness for purchasing the vehicle. Purchasing determined the contract to be suitable for the purchase and utilized this cooperative contract to obtain the best pricing. 

Key Considerations:

The Purchase of one (1) fully electric Ford F-150 pick-up to support Public Works administration, Supervision, and use in travel for training.

Community Benefits and Considerations:

There are no expanded financial considerations with this purchase. It is proposed to be fully funded in the FY2021-2022 budget utilizing solid waste enterprise collection funds.

Community Involvement:

This purchase would not only benefit the community by utilizing carbon efficient equipment while support maintenance operations, but this will also be utilized for Public Works staff traveling to attend trainings. We look to make this truck very visible to our city residents and inspire other to join the “Big Shift”. 

Expanded Options and Alternatives:

The Flagstaff Carbon Neutrality Plan was presented several times in draft and for approval in open meetings by City Council. The community has had many opportunities for engagement of this plan.
