TITLE:
Consideration and Approval of Contract: Annual Service Agreement with Morning Dew Landscaping, Inc. to provide landscape maintenance and snow removal services at City of Flagstaff facilities.
STAFF RECOMMENDED ACTION:
- Approve the Annual Service Agreement with Morning Dew Landscaping, Inc. for landscape maintenance and snow removal services; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
The approval of this Agreement will allow for landscape maintenance and snow removal services at the following City facilities: USGS Buildings 3, 4, 5, and 6, NACET Building, Accelerator BBB, Visitor Center, Water Services locations, Flagstaff Pulliam Airport and City maintained medians throughout Flagstaff (North Hwy 89, Butler Ave., East Flagstaff Traffic Interchange, S. Lonetree Road, S. Woodlands Village Blvd., S. Beulah Blvd.
Financial Impact:
Landscape maintenance and snow removal services are managed by each Section, with funding provided from various Divisions within the City. The actual costs rendered at the USGS Campus are recaptured through the lease with USGS. Fees are provided in attached Fee Schedule to allow each Section to understand their invoicing.

- Not award the Agreement and not provide landscape maintenance and snow removal services at these facilities
Background and History:
On 11/24/2021, Procurement staff posted a Request for Proposals (RFP) for Landscape Maintenance and Snow Removal on the City's PlanetBids electronic bidding platform. The RFP was also published on November 28 and December 5, 2021, in the Arizona Daily Sun. Additionally, Procurement staff performed courtesy notifications to landscape vendors in the Flagstaff area. On December 22, 2021, the City received one (1) response. A six-person evaluation committee was formed consisting of City Staff. Upon completion of the evaluation process, Morning Dew Landscaping, Inc. was deemed qualified to perform the work and staff is requesting approval of award.
Key Considerations:
The City is responsible for providing landscape maintenance and snow removal services to the USGS Campus and many other City locations. The previous contract for these services was held by Morning Dew Landscape, Inc. and the company completed the contract with excellence.
Community Involvement:
Landscape maintenance services keep City facilities looking well-kept, providing citizens and visitors with a visually pleasing place to visit. Snow removal services keep City facilities accessible during snow events as they occur.
