TITLE:
Consideration and Approval of Contract: Cooperative Purchase Contract for one (1) new 2020 International Road Wizard 4300 4X2 Street Sweepers from RWC International, Ltd DBA RWC Group in the amount of $313,886.96, in addition to other fees and taxes.
STAFF RECOMMENDED ACTION:
- Approve the Cooperative Purchase Contract for one (1) 2020 International Road Wizard 4300 4X2 Street Sweeper from RWC International, Ltd. DBA RWC Group in the amount of $313,886.96, in addition to other fees and taxes; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
The Public Works - Streets Section is responsible for the ongoing maintenance of the City's local transportation network. One of the responsibilities is to keep out streets clean and free of debris. Street sweeping operations have expanded with continued City growth. Street sweeping operations staff has transitioned from primarily night operations to 24-hour operations year-round. The increasing demand on the already maintenance-intensive street sweeping equipment leaves the Streets Section in constant need of road sweepers to meet the high demand. The Streets Section was forced to contract road sweeping services during the Museum Flooding emergency simply because renting was not an option for this specialty street sweeping equipment. This new street sweeper will greatly support this highly demanding program and enhance travel for the City's multi-modal requirements.
Financial Impact:
The expenditure for this type of equipment was approved in the FY22 Budget and is funded with Highway User Revenue Funds (HURF) Acc# 040-06-161-0611-6-4401.
Policy Impact:
One of the Public Works - Streets Section responsibilities is to keep the City's streets clean and free of debris. In addition to using this new street sweeper for periodic street cleaning, this equipment will also pick up cinders used in snow operations and has even been used to remove light debris and silt from the Museum Flood area.

Yes, the sweeping program has historically been a strongly valued service program delivered by the Streets Section crews. As the City experiences winter driving conditions and the Streets Section utilizes cinder supplies for vehicular traction, the street sweeping program is imperative for clean streets, particularly with post winter clean-up operations. The Streets Section has also seen a significant uptick in the utilization of the City's street sweeping equipment and operations when working to clean-up debris and silt left behind from the Museum Fire post wildfire flooding. The need for consistent and high-quality street sweeping equipment is imperative to achieving the highest level of service to the community.

- Approve the Cooperative Purchase Contract for one (1) new 2020 International Road Wizard 4300 4X2 Street Sweepers from RWC International, Ltd. DBA RWC in the amount of $313,886.96, in addition to other fees and taxes: or
- Do not approve the purchase and direct staff to contract for this street sweeping service.
Background and History:
Street sweeping is a community service requested and delivered in high priority. Previously the City's street sweeping operations occurred in the overnight hours but with the constant need and overwhelming demand, the Streets Section has expanded to day operations as well. The downtown area is swept five (5) nights per week and all residential areas are on a monthly schedule. Special operations include post storm cinder cleanup efforts, accident cleanup and response, general assistance in shouldering and grading improvements, and most recently, a massive response to the Museum Flood emergency silt and debris clean-up.
City of Flagstaff Procurement is utilizing the State of Arizona Cooperative Purchasing Contract (CTR041813) with RWC International, Ltd DBA RWC Group. The City has used this same cooperative in the past for Public Works for five (5) large vehicles and tools for snow removal equipment. Through using this State of Arizona Cooperative Purchasing Contract, the City of Flagstaff is able to get better pricing on the vehicles the City needs.

Street sweeping is a community service requested and delivered in high priority. Regular street sweeping improves the safety and appearance of the roadways within the City of Flagstaff.
Expanded Options and Alternatives:
While there is no specific community involvement in this specific decision, street sweeping and community appearance is a significant source of citizen interest and community pride. Our Flagstaff community has been consistent in our desire to maintain and clean and operable transportation network.
