TITLE:

Consideration and Approval of Contract: Approve the Executive Recruiting Professional Services Contracts with Cooperative Personnel Services HR Consulting (CPS) and Duffy Group.

STAFF RECOMMENDED ACTION:

  1. Approve the Executive Recruiting Professional Services Contracts with CPS and Duffy Group; and 
  2. Authorize the City Manager to execute the necessary documents. 

Executive Summary:

The City has been struggling to recruit qualified candidates for leadership and specialized professional positions. As a result, a Request for Proposal procurement process was conducted to identify executive search firms who have experience recruiting for these types of positions. The City received five proposals and City staff is recommending that two be considered for an Executive Recruiting Professional Services Contract. 

Financial Impact:

City divisions budget for recruitment expenses within their budget and/or use salary savings from the vacancy to cover the cost of these expenses. 

Policy Impact:

There is a Recruitment Policy 1-30-010 in the Employee Handbook of Regulations that specifies recruiting will be done publicly through all appropriate media to ensure sufficient opportunity for the appropriate segment of hte labor market to apply and be considered for employment. Issuing contracts for executive recruiting services supports these efforts.

Options and Alternatives:

1. Approve the Executive Recruiting Professional Services Contracts for CPS and Duffy Group; or
2. Recommend changes to the Executive Recruiting Professional Services Contracts for CPS and/or Duffy Group; or
3. Do not proceed with Executive Recruiting Professional Services Contracts with CPS and/or Duffy Group.

Background and History:

On February 16, 2022, Purchasing posted a Request for Proposal (RFP) for Executive Recruiting Services on the PlanetBids website and advertised the RFP in the Arizona Daily Sun on February 20, and 27, 2022. On March 9, 2022, Purchasing held a Pre-Proposal Meeting for fielding questions and discussing the scope of work with potential proposers and the public. 

On March 23, 2022, Purchasing received five (5) proposals on PlanetBids which were opened electronically.  A six (6)-member Selection Committee consisting of five (5) City staff and one (1) outside community member reviewed and evaluated the proposals.  Interviews of the top three candidates took place on May 12, 2022. 

Based upon the numerical scoring of the proposals, and interviews conducted by the Selection Committee, CPS and Duffy Group were determined to be the most qualified candidates and are recommending contracts with both agencies.    

Total scores for each proposals are:
  • Duffy Group (2335 points)
  • CPS (2320 points)
  • Management Partners (2245 points)
  • Government Solutions (2130 points)
  • Domain Experts Corporation (1450 points)

Community Involvement:

The City organization is better equipped to provide the expected high level of service when vacancies are filled with experienced and qualified candidates. Utilizing experts through Executive Recruiting Professional Services Contracts provides the City with a better opportunity of identifying these experienced and qualified candidates. Executive Recruitment firms have the capacity to actively reach out to passive applicants who may not be looking for a new employment opportunity thus creating an applicant pool where one may not have existed or been limited.
