TITLE:

Consideration and Adoption of Ordinance No. 2022-15:  An ordinance amending Flagstaff City Code, Chapter 1-14, Personnel System, and the Employee Handbook of Regulations Section 1-10-70, Employee Advisory Committee, to reorganize and add member representation based on recent changes to the City’s organizational chart and authorized Full Time Equivalents (FTE’s).

STAFF RECOMMENDED ACTION:

At the June 21, 2022 Council Meeting:
1) Read Ordinance No. 2022-15 by title only for the first time
2) City Clerk reads Ordinance No. 2022-15 by title only (if approved above)
At the June 21, 2022 Council Meeting:
3) Read Ordinance No. 2022-15 by title only for the final time
4) City Clerk reads Ordinance No. 2022-15 by title only (if approved above)
5) Adopt Ordinance No. 2022-15

Executive Summary:

In accordance with City Code and thereby the Employee Handbook of Regulations, the Employee Advisory Committee shall have the following membership:
 
Each group will be assigned a number of members based on the number of tenured, tenure-eligible and exempt employees.
1. A group with less than 50 employees is assigned one (1) EAC member.
2. A group with 50 to 100 employees is assigned two (2) EAC members.
3. A group with more than 100 employees is assigned three (3) EAC members.
 
Based upon organizational structure changes, two new employee groups are added: 1) City Engineering, and 2) Parks, Recreation, Open Space, Events. 
 
Additionally, the number of employees per group are to be evaluated each year and if the number of members at the time of election is too low, the appropriate number of regular and alternate members will be added.  The result of this evaluation is to add eight (8) new Regular and eight (8) new alternate members. 

Financial Impact:

Minimal financial impact is anticipated.  Members are paid to attend meetings during regular work hours.

Policy Impact:

There is no anticipated policy impact for these changes.

Yes.  Modifications to membership are made as required by existing Code.  Modifications to employee membership have not been made since 2020.
