TITLE:

Consideration and Adoption of Resolution No. 2022-39:  A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement between Coconino County and the City of Flagstaff to establish an advisory Library Board for the Coconino County Free Library District. 

STAFF RECOMMENDED ACTION:

1) Read Resolution No. 2022-39 by title only
2) City Clerk reads Resolution No. 2022-39 by title only (if approved above)
3) Adopt Resolution No. 2022-39

Executive Summary:

This Intergovernmental Agreement (IGA) encompasses the formation of the Library Board, and is being proposed because the existing IGA expired in June 2022.  The IGA outlines standards by which the Library District Advisory Board operates, including membership, terms of board members, vacancies, organization, number of meetings, and effective date and terms of the agreement.

None.

Has There Been Previous Council Decision on This:

Yes, the City Council approved an IGA to form a Library District Advisory Board on November 18, 2009.

Options and Alternatives:

1) The City Council approves this Intergovernmental Agreement with Coconino County for the formation of a Library District Board. 2) The City Council declines to enter into this agreement and directs staff to look at alternatives.

Background and History:

The City and Coconino County have had an agreement for since 2009 regarding the formation and operation of a Library District Advisory Board for the Library District; this agreement expired in June 2022. 

Key Considerations:

The goal of this Intergovernmental Agreement is the formation of a Library Board for the Library District to help guide Executive Library Leadership on the wants and needs of both the City of Flagstaff and larger Coconino County community that it serves.

Community Benefits and Considerations:

None.

Community Involvement:

The local community will continue to use the City's libraries for educational, recreational, and personal growth. The formation of a Library District Board allows for community input and feedback to be presented to both Executive Library Leadership and the Library Board. The City will be able to continue to meet the needs of the community.

Expanded Options and Alternatives:

IGA has been viewed and approved by the Coconino County Board of Supervisors. Physical copies delivered to City Clerk's office; two fully executed documents to be returned to the Clerk of the Board for Coconino County.
