TITLE:
Consideration and Approval of Contract: Approve First Amendment to the Cooperative Purchase Contract for Executive Recruiting with The Keller Group, LLC, in an amount not to exceed $60,000.
STAFF RECOMMENDED ACTION:
- Approve the First Amendment to the Cooperative Purchase Contract for Executive Recruiting for the Human Resources and Risk Management Director position for an estimated not to exceed amount $60,000; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
Jeanie Gallagher retired as the City's Human Resources and Risk Management Director in October 2021. The City entered into a Cooperative Service Agreement with The Keller Group, LLC for the recruitment of the Human Resources and Risk Management Director in February 2022 following a failed recruitment process. The position was filled in May 2022, but became vacant again in July 2022. The Keller Group contract specifies in the scope of work, or Direct Hire Agreement, they will provide a best effort replacement up to sixty (60) days of the candidates' start date. The Keller Group's fee due upon successful placement of the candidate, irrespective of its replacement commitment. The City has engaged The Keller Group to recruit a new Human Resources and Risk Management Director replacement.
Financial Impact:
The City will be responsible for The Keller Group's fee and proposes to use salary savings within the Human Resources and Risk Management Division to pay for the Executive Recruiting services.
The City paid $27,930 for the first recruitment and is estimating approximately $30,000 for the second recruitment. Staff is seeking this First Amendment because the total payment to The Keller Group will likely exceed $50,000, the amount required to be approved by the City Council in the Procurement Code Manual.
