TITLE:

Consideration of Appointments:  Open Space Commission.

RECOMMENDED ACTION:

Make two Natural and Cultural Science appointments to a term expiring April 2018.

Executive Summary:

The Open Space Commission consists of the following seven (7) regular members all of whom shall be appointed by the City Council, except for designee from the Planning and Zoning Commission: four (4) members from the natural and cultural sciences; one (1) member from the Planning and Zoning Commission; one (1) member who markets real estate or is a representative from real estate development; and one (1) public at-large member. All Commission members shall be voting members. The commission serves as an advisory body on the acquisition, management, use, restoration, enhancement, protection, and conservation of open space land. There are currently two natural and cultural sciences seats available. It is important to fill vacancies on Boards and Commissions quickly so as to allow the Commission to continue meeting on a regular basis.

There are seven applications on file for consideration by the Council, they are as follows:

Bryce Esch (new applicant)
Libby Kalinowski (new applicant)
Vince Knaggs (new applicant)
Richard Miller (current commissioner)
Andi Rogers (new applicant)
Margo Wheeler (new applicant)
Kristina Wyse (new applicant)

Please note that Bryce Esch, Richard Miller, and Andi Rogers are eligible to serve as a Natural and Cultural Science member.

COUNCIL INTERVIEW TEAM: Councilmember Brewster and Mayor Nabours.

Financial Impact:

These are voluntary positions and there is no budgetary impact to the City of Flagstaff.

Connection to Council Goal and/or Regional Plan:

There is no Council goal that specifically addresses appointments to Boards and Commissions; however, boards and commissions do provide input and recommendations based on City Council goals that may pertain to the board or commission work plan.

Has There Been Previous Council Decision on This:

The City Council recently took action to reduce the number of commissioners on the Open Space Commission from nine members to seven; this is why there are only two appointments before the Council rather than three.

Options and Alternatives:

1) Appoint two Natural and Cultural Science Commissioners: By appointing members at this time, the commission will be at full membership and able to continue to meet and provide recommendations to the City Council.

2) Table the action to allow for further discussion or expand the list of candidates.

Community Benefits and Considerations:

The City's boards, commissions, and committees were created to foster public participation and input and to encourage Flagstaff citizens to take an active role in city government.

Community Involvement:

INFORM: The vacancies are posted on the City's website and individual recruitment and mention of the openings by Board members and City staff has occurred, informing others of these vacancies through word of mouth.
