TITLE:

Consideration and Approval of Contract:  A Professional Services Contract with DOWL, LLC in an amount not to exceed $523,993.00 for a Land Availability and Suitability Analysis and a Development Code and Process Analysis

STAFF RECOMMENDED ACTION:

  1. Award a Professional Services Contract with DOWL, LLC, in an amount not to exceed $523,993.00 for a Land Availability and Suitability Analysis and a Development Code and Process Analysis; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Approval of this Professional Services Contract with DOWL, LLC (DOWL) will allow for the completion of a land availability and suitability study (LASS) and multi-pronged Code analysis. The purpose of the LASS is to understand what land is available within the Flagstaff city limits for development and redevelopment/infill and the barriers that exist.

The Code analysis portion of the project will analyze City codes applied to development projects and will identify what works well and where are there barriers to meeting the City's housing and sustainability goals and policies. This effort will be completed in partnership between Community Development's Planning and Development Services and Housing Section, the Transportation Division and the Sustainability Division.

Financial Impact:

The City committed one time funds during the FY 2022-23 budget process and those funds were carried forward into the FY2023-24 Budget. Funding for this Professional Services Contract will come from four (4) separate accounts and an outside partner: Engineering (001-10-102-0310-4-4208) $25,000, Housing (021-05-106-0360-4-4206) $125,000, Sustainability (214-12-170-0671-0-4290) $100,000 and Planning and Development (001-05-104-0330-4-4206) $250,000.

It is anticipated that Mountain Line will partner with the City on this project and will reimburse the City for its share of the Scope of Services, currently estimated at approximately $32,000, through an IGA that will be coming to Council later this year.

Policy Impact:

It is anticipated that DOWL will collect data and create a report that will yield recommendations to update City codes and/or standards to better align with the Housing and Climate Emergencies, as well as, the Active Transportation Management Plan.

Background and History:

Purchasing staff published a Request for Statement of Qualification (RSOQ) solicitation for Land Availability and Suitability Analysis and a Development Code and Process Analysis services in the Arizona Daily Sun on March 19, 2023, and March 26, 2023, and posted the solicitation to the City of Flagstaff’s PlanetBids Website on March 10, 2023. The City received two (2) Statement of Qualifications (SOQ) from Consultant Firms. A six-member Selection Committee consisting of City staff reviewed and evaluated the SOQs. Based upon the numerical scoring of the SOQ, the Selection Committee identified the highest scoring proposer as DOWL, LLC. Final scores of all firms are as follows:
