TITLE:

Consideration of Ratification and Approval of Contract: Ratification of expenditures with Hill Brothers Company for sodium bisulfite in the amount of $253,890.58 and approval of the First Amendment for the continued purchase of water reclamation chemicals in the amount of $141,000; for contract amount totaling $394,890.58.

STAFF RECOMMENDED ACTION:

  1. Approve and ratify the purchase of sodium bisulfite in the amount of  $253,890.58;
  2. Approve the First Amendment to the water reclamation chemicals contract in the amount of $141,000; and
  3. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Wildcat Hill Water Reclamation Facility currently utilizes chlorine gas as the primary method for treated effluent disinfection. Wildcat Hill’s Arizona Pollutant Discharge Elimination System (AZPDES) permit requires chlorine that is added to the treated effluent for disinfection to be neutralized prior to discharge into Rio de Flag. Historically this dechlorination has been accomplished with sulfur dioxide gas. On June 28, 2022, Wildcat Hill was notified by the supplier of sulfur dioxide that they were no longer capable of delivering this chemical. Staff immediately began looking for other chemical vendors but was unable to find another vendor to provide sulfur dioxide. Staff transitioned to using sodium bisulfite for stabilization after disinfection as a temporary solution and now as a long term solution.

Financial Impact:

This operating expenditure is funded through Water Services Operating Budget - Chemicals - Account # 203-08-311-1111-0-4362 with a FY23-24 budget. The funding for FY22-23 in the amount of $253,890.58 was paid within the FY22-23 budget. Ongoing chemical use in the amount of $141,000 is currently budgeted at $172,000. Remaining account balance if Contract is approved will be $31,000.00.

  1.  April 27 and 28, 2023 City Council Budget retreat, presentation of the FY24 Operating Budget.
  2. June 20, 2023, Council approved the FY24 Operating Budget including chemical funding.

Options and Alternatives:

  1. Approve and ratify the purchase of sodium bisulfite in the amount of  $253,890.58; and
  2. Approve the First Amendment to the water reclamation chemical contract in the amount of $141,000; or
  3. Do not approve the First Amendment to the water reclamation chemical contract and direct Water Services staff to work with procurement to conduct a formal solicitation for chemical services. This alternative is anticipated take six (6) months during this period, Wildcat Hill would not have the ability to dechlorinate water or meet permit limits.
