TITLE:
Consideration and Approval of Contract: Cooperative Purchase Contract with Industrial Power, LLC in the amount of $261,220.07, in addition to other fees and taxes, for an Autocar Solid Waste Roll-Off Truck.
STAFF RECOMMENDED ACTION:
- Approve the Cooperative Purchase Contract with Industrial Power, LLC, in the amount of $261,220.07, in addition to other fees and taxes, for an Autocar Solid Waste Roll-Off Truck; and
- Authorize the City manager to execute the necessary documents.
Executive Summary:
The Solid Waste Hoist & Haul Program utilizes a specialized roll-off truck to support both residential and commercial trash, construction/demolition debris, and recycling hauling services. The hoist and haul program currently has four (4) roll-off trucks that are fifteen (15) years in age and older and a full fleet replacement is planned for the hoist and haul program over the next three (3) to four (4) years. The new Autocar Solid Waste Roll-Off Truck will serve as a replacement truck and the older roll-off truck will be transferred to the landfill for incremental use within the facility.
Solid Waste did investigate the option of purchasing an EV roll-off truck, but did not identify a viable EV option being manufactured at this time. Further, heavy-duty EVs continue to be an unproven technology, are extremely limited in supply with a minimum 18-month lead time, and currently cost significantly more than conventional fueled heavy-duty vehicles.

Financial Impact:
The Solid Waste Section has budget capacity allocated for this purchase in the fiscal 2023-24 budget in account 211-06-166-0648-0-4401 in the amount of $320,000. Since this Autocar Solid Waste Roll-Off Truck is coming in under budget, staff will realize a savings of $58,779.93.
Sourcewell, a State of Minnesota local government agency, conducted a competitive and open procurement process through Request for Proposal Solicitation No. 060920 that resulted in Contract No. 060920-ACT with Industrial Power, LLC as a dealer of Autocar vehicles. The City of Flagstaff Purchasing Section has verified the cooperative purchase contract as valid and appropriate and presents the best value to the City.
