TITLE:
Consideration and Approval of Contract: Approve the First Amendment to the Cooperative Purchase Contract with GovernmentJobs.com, DBA NEOGOV (NEOGOV), in the amount of $128,932.80 to add HR New Hire On-Boarding Services.
STAFF RECOMMENDED ACTION:
- Approve the First Amendment to the Cooperative Purchase Contract with NEOGOV, in the amount of $128,932.80 to add HR New Hire On-Boarding Services; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
Beginning in 2020, the City utilized NEOGOV products for recruitment, performance management and training through a cooperative contract between NEOGOV and the Pascua Yaqui Tribe. The City has maintained contracts for services to support human resources activities since that date. Most recently, on April 16, 2021, the City entered into a Cooperative Purchase Contract in the amount of $236,124.41. The First Amendment adds additional HR New Hire On-Boarding Services in the amount of $128,932.80. The total contract price for the services provided by NEOGOV will be $365,057.21.
This First Amendment is adding HR New Hire On-Boarding Services through a software module. NEOGOV On-Boarding is a one-stop-shop where employees can get all the new hire resources, they need to be successful, even in the early days of employment at a new organization. Onboard provides employees with access to useful documents, training, videos, and FAQs. These resources help new hires understand their roles and responsibilities, as well as organizational expectations and norms. An onboarding portal for new employees may include: An employee handbook Organizational policies and procedures Contact information for an employee’s new supervisor Org charts Health and retirement benefits information Onboarding paperwork An onboarding checklist NEOGOV has been exceeding staff expectations and staff looks forward to expanding the integrated use of the HR New Hire On-Boarding Services software.

Financial Impact:
Award of contract for the ONBOARD module for an amount not to exceed $128,932.80 over 3 years. Funding is budgeted within the Information Technology Division in account number 001-01-014-0041-1-4231.

Yes. A contract with NEOGOV was initially approved by the City Council in 2020. The City has maintained contracts for services to support human resources activities since that date. On April 16, 2021, the City entered into a Cooperative Purchase Contract with NEOGOV for certain HR services. The First Amendment adds additional HR New Hire On-Boarding Services.
Options and Alternatives:
- Approve the First Amendment as presented.
- Do not approve the First Amendment and direct staff to conduct an RFP solicitation to procure an On-Boarding software on a separate contract.
- Do not approve the First Amendment and continue without an On-Boarding module. HR would continue manual onboarding efforts.
Background and History:
The Pascua Yaqui Tribe conducted a competitive and open procurement process that resulted in a NEOGOV Online Services Agreement with NEOGOV. On April 16, 2021, the City entered into a Cooperative Purchase Contract with NEOGOV based on the Pascua Yaqui Tribe soliciation. This First Amendment also relies upon the Cooperative Purchase Contract that NEOGOV has with the Pascua Yaqui Tribe. In The City of Flagstaff Procurement department has verified that the original Cooperative Purchase Contract continues to be valid and appropriate and presents the best value to the City.
