Consideration and Approval of Amendment: Amendment to the Reimbursement Agreement Between Coconino County and the City of Flagstaff for Flagstaff Regional Plan 2045 Project to add funding for the project in this fiscal year and terms of carrying funds to the next fiscal year as needed.
STAFF RECOMMENDED ACTION:
Approve the Amendment to the Reimbursement Agreement Between Coconino County and the City of Flagstaff for Flagstaff Regional Plan 2045 Project
Executive Summary:
The contract that was approved at the December 5, 2023 meeting contained the wrong version of the contract. The version attached to this staff summary is correct and includes changes to the language in Section 8 that match the version being adopted by the County.
The Flagstaff Regional Plan is a policy guide, serving as the general plan for the City of Flagstaff and an amendment to the Coconino County Comprehensive Plan. The City and county have been jointly developing this plan since 1998 and have agreed through Joint meetings and staff coordination to continue this work together.

Financial Impact:
The City would receive an additional $70,000 to cover the costs of updating the Flagstaff Regional Plan.

The following are some examples of the way the current Regional Plan policies support City and County coordination and partnership:

The following are some examples of the way the current Regional Plan policies support City and County coordination and partnership:
Policy LU.14.2. Promote the coordination of the Flagstaff Regional Plan, Coconino County Comprehensive Plan, and area plans that takes into account local conditions and preferences of area residents.
Policy E&C.7.2. Favor the use of available mechanisms at the City and County level for the preservation of environmentally sensitive lands, including but not limited to public acquisition, conservation easements, transfer of development rights, or clustered development with open space designations.
Policy E&C.5.4. Encourage uses within Lighting Zone 1 of the lighting codes of the City and County that do not require outdoor lighting, and discourage those which require all-night lighting.
Policy Rec.1.3. Coordinate City, County, and Forest Service recreational planning to best serve the community.
Policy ED.1.1. Maintain the commitment by City and County government bodies to establish new public-private partnerships to spur economic development where they are potentially an effective tool.
