TITLE:

Consideration and Approval of Contract: First Amendment to the Contract with Corporate Technology Solutions, Inc. for the Verkada Security Camera Software in the amount of $75,395.68.

STAFF RECOMMENDED ACTION:

  1. Approve the First Amendment to the Contract with Corporate Technology Solutions, Inc. for the Verkada Security Camera Software adding $30,045.52, $21,233.52, and $24,116.64 to the contract for the libraries ($75,395.68 total, covering Flagstaff downtown, Flagstaff east side, and Tuba City libraries respectively); and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Providing a safe environment -- both for library users and staff -- is part of the library's stated mission. Part of the library's effort to meet that goal includes the use of security cameras at service desks and other public areas.

The library currently employs consumer-grade security cameras that are inadequate to the task. Even so, they've provided video recordings that proved beneficial for internal review and for situations involving legal action against the library or legal actions taken on behalf of the library. Incidents at the library range from of simple misbehavior to verbal abuse, theft, drugs, and one situation involving a firearm. Security camera recordings are vital documentation.

The new cameras requested will expand the areas currently covered by video surveillance, provide an improved staff user interface, and add new tools for searching the recordings.

The new cameras requested will replace the inadequate cameras at the downtown and east side Flagstaff libraries and for the first time add cameras at the Tuba City Public Library.

Financial Impact:

All funds needed for this purchase come from the County Library District funding and budgeted in account 030-07-037-6003-5-4301 in the FY2023-24.

Policy Impact:

Enhancing building security shows that the City takes employee and public safety seriously. Proactively putting security systems in place sets the tone for a safe and supportive environment.

Has There Been Previous Council Decision on This:

Yes. City Council approved cooperative contract #2024-12 for $184,788.62 on 09/05/2023. This approval was for improved video surveillance at City Hall.

Background and History:

The Purchasing staff reviewed the competitively solicited cooperative purchase options available and confirmed that Arizona State Procurement Office Contract Number CTR 0056380 with Corporate Technology Solutions, LLC. is valid and within the scope of the materials and services requested. Purchasing staff confirmed the First Amendment to the original contract is valid and in line with the scope of work in the original contract.
