TITLE:
Consideration and Approval of Final Plat TLC PC Land Investors, LLC requests Final Plat approval for Ghost Tree III at Pine Canyon (PZ-21-00155-06) located at 3201 South Clubhouse Circle, a 3-lot single-family home subdivision on 1.93 acres in the Single-Family Residential (R1) Zone.
STAFF RECOMMENDED ACTION:
Approve the Final Plat and authorize the Mayor to sign the Final Plat and City/Subdivider Agreement when notified by staff that all documents are ready for signature and recording.
Executive Summary:
TLC PC Land Investors, LLC requests Final Plat approval for Ghost Tree III, located at 3201 S Clubhouse Circle, a single-family subdivision of 3 lots on 1.93 acres in the Single-Family Residential (R1) Zone. This site has a Resource Protection Overlay and is currently vacant. It is located within the Pine Canyon development site.

Previous Council Decision or Community Discussion:
There has been no prior Council decision on the Ghost Tree III plat. However, Ghost Tree III is located in what was previously Tract E on the Ghost Tree II plat. The final plat for Ghost Tree II was approved by Council on January 3, 2023. However, there were many small errors in the plat and the Coconino County Recorder's office would not record the document with a list of corrections. The amended plat has fixed this issue and is now going through the process once again to receive approval. The Preliminary Plat for the updated version of Ghost Tree II was approved by City Council on June 18, 2024.
Options and Alternatives to Recommended Action:
1. Approve the Final Plat with no conditions, as recommended by city staff.
2. Approve the Final Plat with conditions.
3. Deny the Final Plat based on non-compliance with the Zoning Code, the Subdivision Code, and/or the Engineering Design Standards and Specifications for New Infrastructure

Background and History:
The Ghost Tree II Plat identified Tract E as an area for future development. Tract E was not able to be further subdivided until the Ghost Tree II Plat was amended and finalized which is happening concurrently with this plat.
The City's subdivision code allows for a Modified Subdivision Process per code section 11-20.90 for subdivisions where a maximum of four lots are proposed. The Modified Subdivision Process does not require a Preliminary Plat. The Ghost Tree III Final Plat, which contains three lots and has no public infrastructure improvements, is utilizing this Modified Subdivision Process.
