Consideration and Approval of Contract: Ratify the Agreement with the USDA, Forest Service for the Spruce Wash, Wedge Detention Basin
STAFF RECOMMENDED ACTION:
Ratify the Agreement between the USDA, Forest Service Southwestern Region, Coconino National Forest and the City of Flagstaff for the Spruce Wash, Wedge Detention Basin in the amount of $3,500,000.

The Federal Financial Assistance award was made on July 3, 2024, under the authority of the Consolidated Appropriations Act of 222, P.L. 117-103. The funding is Community Project Funding-2022 Congressionally Directed Spending. The agreement was signed by the City Manager on August 27, 2024.

Background and History:
The project includes clearing and excavation of a portion of a ~4.6 acre City-owned parcel bounded by West Street, Cedar Avenue and the Linda Vista Drive slip lane for a detention basin and infiltration/wetland feature. Once complete, the off-line basin will provide approximately 15 acre-feet of storage to attenuate post-wildfire flows from the 2019 Museum Fire on Coconino National Forest lands. Flow will be diverted from Spruce Wash, once a certain flood depth is reached, and conveyed via a 60-inch stormdrain pipe in Linda Vista Drive. The stormdrain piping is a separate scope of work.
The Wedge project includes approximately 38,000 cubic yards of earthwork, a retaining wall, inlet and outlet structures, a slide gate and steel safety railing. The retaining wall is a structural soil nail system with a shotcrete finish on a portion of the basin. The wall will have color, texture and a slight batter to improve aesthetics. The inlet structure includes a motorized slide gate intended to stop flow from the stormdrain when critical depth is reached. The slide gate will be motorized and integrated with the City’s SCADA system which requires an electrical service and APS upgrades. Outflow from the basin is limited by the capacity of the downstream infrastructure and the outlet structure includes an orifice plate and piping to connect to the stormdrain system in Cedar Avenue which returns it to Spruce Wash. Drainage improvements are required downstream of the Wedge Basin between Cedar Avenue and Arroyo Seco, this improvement may be completed separate from this project but is to be determined.
