TITLE:

Consideration and Approval of Contract:  Ratify the Project Partnership Agreement with the Department of the Army for Killip School Regional Detention Basin Inlet Project
 

STAFF RECOMMENDED ACTION:


Ratify the Project Partnership Agreement between the Department of the Army and the City of Flagstaff for Design and Constructin Assistance for the Killip School Regional Detention Basin Inlet Project in the amount of $1,500,000. 

Executive Summary:

The District Commander for Los Angeles District has determined that the non-federal project for Environmental Infrastructure improvements at Killip Elementary School at Killip School Regional Detention Basins is eligible for design and construction assistance under the Section 595 of the Water Resources Development Act of 1999.  On June 10, 2024 the Mayor and City staff attended a signing ceremony with the District Commander to sign the Project Partnership Agreement.

Options and Alternatives to Recommended Action:

1. Ratify the Agreement to authorize the Department of the Army to provide the City of Flagstaff $1,500,000; or
2. Do not approve the ratification of the Agreement, thereby foregoing the $1,500,000.  This option is not recommended by staff.

Background and History:

Flagstaff’s Sunnyside neighborhood has experienced four flood events in 2021 due the 2019 Museum Fire that burned 2,000 acres of steep slopes immediately upstream of the city of Flagstaff. To mitigate future flooding events, the city began construction of two regional detention basins in late 2021 on the Killip School property.

The project will consist of critical elements identified to improve stormwater conveyance to the detention basins by building an inlet structure to connect the basins to the existing stormwater conveyance to provide a controlled flood flow into the detention basins. When completed, this project will significantly reduce flooding risks for the Killip School. The inlet structure construction is necessary to control flow into the detention basins, to reduce flooding as part of a multifaceted solution for conveying increased storm discharge from the burn scar through the city.
