TITLE:
Consideration and Approval of Grant Agreement: Approve the Grant Agreement with State of Arizona Department of Public Safety for the Anti-Trafficking Grant Award of $428,658.00.
STAFF RECOMMENDED ACTION:
Approve the acceptance of the grant from the State of Arizona Department of Public Safety Anti-Human Trafficking grant funds in the amount of $428,658.00 for FY2024-2025.
Executive Summary:
The City of Flagstaff and Northland Family Help Center partnered together to submit a grant application to obtain funding for specialized human trafficking investigations, operations, and victim services. The City of Flagstaff was awarded $428,658.00 in grant funds from the State of Arizona Department of Public Safety for Anti-Human Trafficking. These grant funds provide for law enforcement services and programs that reduce human trafficking within the state as allowed by HB2897. The funding will be used to reimburse for expenses related to personnel, overtime, training, law enforcement special operations, equipment, and victim services. The grant provides $22,967 for victim services to be provided by Northland Family Help Center. Northland Family Help Center will oversee a coordinated community response to identified victims of human trafficking. The Director of Human Trafficking Services will provide victim advocacy and service coordination during law enforcement operations. The remaining $405,691 provided to the Flagstaff Police Department will include, one (1) Human Trafficking Detective, training to learn best practices and emerging trends in human trafficking investigations, two (2) Northern Arizona multi-agency operations, four (4) enforcement operations, and equipment necessary to support the operations. The Flagstaff Police Department will report statistical activity and progress on a quarterly basis with the Arizona State Department of Public Safety as described in Addendum 1 of the Agreement.
