TITLE:
Consideration and Adoption of Resolution No. 2025-19: A Resolution of the Flagstaff City Council, approving an Intergovernmental Agreement between the Arizona Department of Water Resources (ADWR) and the City of Flagstaff for utilization of a global positioning system (GPS) base station at Cinder Lake Landfill.

Executive Summary:
The City Council is being asked to consider and approve this IGA for the purpose of allowing the Arizona Department of Water Resources (ADWR) the means to place and maintain a global positioning system (GPS) base station at Cinder Lake Landfill. The unit will be integrated into the Continuously Operated Reference Stations (CORS). The CORS network allows multiple agencies, including the City of Flagstaff, the ability to measure and monitor critical infrastructure throughout Arizona.
Financial Impact:
This project has no financial impact to the City of Flagstaff.
Policy Impact:
Providing well maintained infrastructure is a primary function of government. This IGA demonstrates the ability to work collaboratively with other agencies and deliver a project that will serve the region and city of Flagstaff.

Background and History:
The Continuously Operating Reference Station (CORS) network is a multi-purpose, multi-agency cooperative endeavor. Surveyors, GIS users, engineers, scientists, and other people who collect GPS data can use the data to align their work within the National Spatial Reference System (NSRS). The City of Flagstaff Cinder Lake Landfill will use the CORS network to build Cinder Lake Landfill in accordance with the approved design.
