TITLE:

Consideration and Approval of Contract: Approve the Cooperative Purchase Contract Construction LLC to provide construction services for the Flagstaff Urban Trail System (FUTS) - 2025 Asphalt Maintenance Program in an amount not to exceed $2,791,769.50.
 

STAFF RECOMMENDED ACTION:

  1. Approve the Cooperative Purchase Contract with Sunland Asphalt & Construction, LLC to provide construction services for the FUTS 2025 Asphalt Maintenance Program in an amount not to exceed $2,791,769.50; and
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

The contract award of $2,791,769.50 to the Contractor is proposed to complete the project that generally consists of repair of approximately (8) miles of existing City-maintained asphalt FUTS trails. The majority of City-maintained asphalt FUTS sections have exceeded their service life and will receive new asphalt; a few select sections only require repair. Included in these costs are removal and replacement of approximately (6) miles of FUTS asphalt, milling of wear course and new asphalt wear course on (1.25) miles of FUTS and repair and seal coat of (1) mile of FUTS. ADA upgrades at curb ramps along Hwy 180 FUTS will be reviewed and considered for inclusion with this project.

Financial Impact:

The project is funded by the total budget appropriations of $750,000 in FY25 and $2,975,000 in FY26 which is programmed in Proposition 419 – Roadway, Pedestrian, Bicycle and Safety fund 048 (Account No. 048-10-120-3542-6).

Policy Impact:

The contract award supports the goals of the Active Transportation Master Plan.

Previous Council Decision or Community Discussion:

The City Council has previously approved the FY 2024-2025 Capital Improvement 5-Year Plan and authorized the FY 2024-2025 budget for this project in the amount of $1,250,000.

Options and Alternatives to Recommended Action:

  1. Approve the contract award as recommended. Approval will allow work on the project to move forward in the Summer of 2025; or 
  2. Reject all bids. This action would delay the Project. If rejection occurs, possible options include:
    1. Re-advertise the Project at a later date; or
    2. Suspend or cancel the Project

Background and History:

The City maintained asphalt FUTS trail segments are nearing the end of their service span and need to be replaced and/or repaired.  This project will provide new life for the City’s asphalt FUTS sections.  The Design of this project includes a maintenance schedule for the FUTS asphalt sections to help in FUTS trail longevity in the future.  ADA upgrades at curb ramps along Hwy 180 FUTS will be reviewed and considered for inclusion with this project
 
The Purchasing section has reviewed an agency Job Order Contract Sunland Asphalt & Construction LLC has with the Town of Gilbert Streets Transportation Construction Services Contract #324000245. The agency contract supports the City of Flagstaff project needs as a cooperative purchase.
