TITLE:

Consideration and Approval of Resolution No. 2026-26: A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement between the City of Flagstaff and the Arizona Department of Transportation (ADOT) for the US 89 Highway Safety Improvement Program Scoping grant award.

Executive Summary:

In May 2024, the City of Flagstaff applied for a Highway Safety Improvement (HSIP) grant for street lighting and retroreflective backplates along Highway 89 between Country Club Drive and Marketplace Avenue, valued at $2,700,000. All HSIP projects are required to be reviewed by a third-party consultant to validate cost estimates and ensure the proposed improvements are feasible. This review is valued at $40,000 and ADOT will cover 94.3% of the cost ($37,720), leaving the City to cover the remaining 5.7% ($2,280). The scoping and coordination with the third-party contractor will be administered by ADOT.
