TITLE:
Consideration and Approval of Contract: Approval for the cooperative purchase of (3) three fully up-fitted and patrol-ready Ford Police Interceptor Utility SUVs from Olathe Ford Sales, Inc. in the amount of $206,561.58 plus all applicable taxes.
STAFF RECOMMENDED ACTION:
- Approve the cooperative purchase of (3) three Ford Police Interceptor Utility SUVs from Olathe Ford Sales, Inc. in the amount of $206,561.58; and
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
The Flagstaff Police Department has eight (8) patrol vehicles approved for replacement in FY 26. The Flagstaff Police Department has committed to a hybrid fleet for patrol units. Current patrol unit numbers show an immediate need for "patrol ready" units. Olathe Ford Sales, Inc. offers patrol vehicles fully outfitted and ready for service once received (they will need graphics and mobile radio install). Traditionally, patrol vehicles are purchased and then sent for up-fitting, a process which can add four months to getting a unit on the road after being received. Taking advantage of these (3) three units allow the police department to put them in service immediately, which will assist in maintaining the number of patrol units available to the Flagstaff Police Department.
Financial Impact:
The purchase of (3) three up-fitted and patrol-ready Ford Police Interceptor Utility SUVs for Olathe Ford Sales, Inc. will be funded by the Flagstaff Police Department's Rolling Stock account and their up-fitting account. Funds will be separated as follows.
Vehicle Costs - $153,608.00 total for (3) three vehicles and delivery from account 001-04-061-0221-2-4401
Up-fitting costs - $52,953.58 total for (3) three vehicles from account 008-04-062-6411-2-4403
Total for (3) three up-fitted and patrol ready Ford Police Interceptor Utility SUVs $206,561.58 (Does not include Use Tax)

Options and Alternatives to Recommended Action:
- Approve the cooperative purchase of three (3) three fully upfitted Ford Police Interceptor Utility SUVs from Olathe Ford Sales, Inc. utilizing Sourcewell Contract #032824 and supporting contract documentation; or
- Do not approve the purchase of these vehicles and re-evaluate the priorities of the existing fleet.
Background and History:
The City of Flagstaff remains committed to maintaining a hybrid patrol fleet in alignment with its sustainability goals. This request supports the continued adequacy of patrol unit availability by seeking the five (5) additional patrol vehicles approved for FY 2026. These units are intended to be the Ford Hybrid Police Interceptor Utility model. However, due to the urgent need to replace three of the existing vehicles, three units will be a non-hybrid model to ensure timely deployment and operational readiness.
The purchase was procured utilizing a cooperative contract method through Sourcewell Contract #032824 with Olathe Ford Sales, Inc. (see attached contract documentation).
