TITLE

Discussion of Rightsizing our Fleet
 

STAFF RECOMMENDED ACTION:


Staff will discuss the City of Flagstaff Fleet and Equipment Directive and the ongoing initiative to “rightsize” the City’s vehicle fleet. These efforts are part of the broader strategy to support city operations needs, the Carbon Neutrality Plan, reduce greenhouse gas emissions, and improve operational efficiency. This item is for discussion and information sharing on the City’s Fleet and Equipment directive that fulfills operational requests of Fleet, rightsizing efforts, and EV infrastructure. No action required.

Executive Summary:

The City of Flagstaff manages approximately 750+ pieces of rolling stock across all divisions. As vehicles reach the end of their service life, staff evaluate replacement options based on operational requirements, lifecycle cost, and sustainability goals.  Fleet and Equipment policy ensures new vehicle acquisitions prioritize electric or hybrid options where feasible, while rightsizing focuses on evaluating vehicle utilization to confirm every asset in the fleet meets a clear operational need and is appropriately sized for its intended function.  These efforts must also be supported by planning, investment, and installation of adequate electric vehicle (EV) charging infrastructure across City facilities to meet current and future fleet needs.

Information:

This helps to ensure the City reaches the goal of 30% of all vehicle miles traveled (VMT) by the city's operations are from zero-emission vehicles while we continue to right-size our fleet.
