TITLE:

Consideration and Adoption of Ordinance No. 2025-25:  An ordinance of the City Council of the City of Flagstaff amending the Flagstaff City Code, Title 11, General Plans and Subdivision, Chapter:11-20: Subdivision and Land Split Regulations, Division 11-20.40: Subdivision Procedures and Requirements, providing for repeal of conflicting ordinances, severability, and establishing an effective date.

3. Read Ordinance No. 2025-25 by title only for the final time
4. City Clerk reads Ordinance No. 2025-25 by title only (if approved above)
5. Adopt Ordinance No. 2025-25

Executive Summary:

This amendment removes the requirement for a Preliminary Plat utilizing the Planned Residential Development standards within the Zoning Code to be approved by City Council.  This requirement was added last year with a City Code Amendment that made the review of subdivision plats an administrative review based on the allowances SB1103.  This year, the legislature amended Arizona Revised Statutes to make administrative review of subdivision plats a requirement rather than a general allowance.  Based on a review of HB 2447, staff recommends the following City Code amendment to ensure compliance with Arizona Revised Statutes.
