STAFF RECOMMENDED ACTION:
- Approve the Contract for On-Call Home Energy Retrofit Services with CJAM LLC doing business as Mammoth AZ, in an amount not to exceed $600,000, as part of the Energy Upgrades for Healthy Homes (EUHH) program funded by the U.S. Department of Housing and Urban Development (HUD).
- Authorize the City Manager to execute the necessary documents.
Executive Summary:
This Contract for On-Call Home Energy Retrofit Services provides energy efficiency, plumbing, electrical, and heating and air conditioning (HVAC) retrofits to eligible households in Flagstaff through the Energy Upgrades for Healthy Homes (EUHH) program. EUHH aims to help Flagstaff residents save energy, lower monthly utility bills, and improve the health and safety of their homes while reducing greenhouse gas emissions. The program serves households earning less than 80% of the Flagstaff area median income and families that face higher risks of housing insecurity and climate change impacts. It is available to both homeowners and renters and is inclusive of all housing types (e.g., single-family, multifamily, manufactured).
Mammoth AZ and approved qualified subcontractors will complete home energy retrofits tailored to the individual needs of the household based on the results of a whole-home energy audit and retrofit work plan agreed upon by the household, the property owner, and city staff.
The program will provide home energy retrofits for up to 80 homes. This work advances the Flagstaff Carbon Neutrality Plan and is made possible through funding from the U.S. Department of Housing and Urban Development (HUD).

The Grant Agreement between the U.S. Department of Housing and Urban Development and the City of Flagstaff for home energy retrofits for low-income and vulnerable families was approved by Council on March 21, 2023. At the time, the program was titled Flagstaff Home Energy Retrofit Program and was later renamed to Energy Upgrades for Healthy Homes (EUHH).

City Council received an informational update that the EUHH program began accepting application at the on April 8, 2025 Council Meeting.
Options and Alternatives to Recommended Action:

Approve the Contract for On-Call Home Energy Retrofit Services to allow home energy retrofits to be completed for eligible households in Flagstaff; or
-
Do not approve the contract and home energy retrofits will be significantly delayed as the procurement process will need to be re-initiated.
Background and History:
EUHH directly supports Flagstaff residents in making energy-efficient improvements to their homes, resulting in improved comfort, healthier indoor air quality, and lower utility expenses. Retrofit projects may include adding attic and crawlspace insulation, duct sealing, air sealing, installing heat pump water heater, induction stove, air source cold-climate heat pump, smart thermostat, and/or upgrading electrical panel and outlets to support high-efficiency appliances. The U.S. Department of Energy has found that for every $1.00 invested in weatherization improvements, $1.72 is generated in energy benefits, and $2.78 is generated in non-energy benefits.
This work advances the goal of retrofitting 12,500 homes by 2030, in support of Flagstaff’s Carbon Neutrality Plan. Funding for this program is administered by the U.S. Department of Housing and Urban Development (HUD) and is valid for use in 2023-2029 through the Consolidated Appropriations Act, 2022 (Public Law 117-103).?
Purchasing staff posted a Request for Statement of Qualifications (RSOQ) solicitation on March 19th, 2025 on the City's PlanetBids online solicitation platform. Purchasing yielded responses from one (1) interested firm -- Mammoth AZ. The RSOQ was also advertised in the AZ Daily Sun on March 29th, and April 5th, 2025. An evaluation committee of seven members, including five (5) members outside of the City, evaluated the singular SOQ submitted. As a result of the scoring and discussion meeting, the evaluation committee determined Mammoth AZ to be a qualified firm to fulfill the Scope of this project.
