Engage, Empower, and Elevate Program Annual Update

This is an informational update only.

Executive Summary:

The Engage, Empower, and Elevate (E3) program provides annual funding to a community-based organization that offers employment opportunities to individuals experiencing homelessness or at risk of homelessness, and also works to abate litter in our community.  The City is in contract with the Community Assistance Teams (CATs) of Flagstaff to carry out this critical work.  This presentation will highlight the impact of this program over the last year.  

Information:

The Engage, Empower, Elevate program was launched by the Sustainability Division in 2020 as a pilot initiative to address two pressing challenges in Flagstaff: a record number of unsheltered individuals and persistent litter issues across the city. 

In Fiscal Year 2023, the City issued a formal solicitation seeking registered community-based nonprofits to provide social services to individuals experiencing or at risk of homelessness, with the added goal of supporting litter mitigation efforts. Through this competitive process, Community Assistance Teams of Flagstaff (CATs) was selected to receive funding to carry out this important work. This presentation will highlight their work from the past year.
