TITLE:

Consideration and Approval of Contract: Approve the Grant Agreement with the State of Arizona Department of Public Safety for the Anti-Trafficking Grant Award of $360,100.00.
 

STAFF RECOMMENDED ACTION:


Approve the acceptance of the grant from the State of Arizona Department of Public Safety Anti-Human Trafficking grant funds in the amount of $360,100.00 for FY2026.

Executive Summary:

The City of Flagstaff and Flagstaff Police Department submitted a grant application to obtain funding for specialized human trafficking investigations, operations, and victim services. The City of Flagstaff was awarded $360,100.00 in grant funds from the State of Arizona Department of Public Safety for Anti-Human Trafficking. These grant funds provide for law enforcement services and programs that reduce human trafficking within the state. The funding will be used to reimburse expenses related to personnel and overtime, victim services, community outreach, equipment and software. The grant provides $30,000 for victim services to be provided by Northland Family Help Center, and $10,000 for victim services to be provided by Applejack’s Ranch. Northland Family Help Center will oversee a coordinated community response to identified victims of human trafficking. The Director of Human Trafficking Services will provide victim advocacy and service coordination during law enforcement operations. The remaining $320,100.00 provided to the Flagstaff Police Department will include, one (1) Human Trafficking Detective, four (4) Northern Arizona multi-agency enforcement operations, tactical support, operational support, community outreach and advocacy, and equipment and software necessary to support the operations. The Flagstaff Police Department will report statistical activity and progress on a quarterly basis with the Arizona State Department of Public Safety as described in the Agreement.
