TITLE:
Consideration and Approval of Contract: First Amendment to the Cooperative Purchase Contract with Flock Safety in the amount of $112,000, in addition to other fees and taxes, for safety cameras for the Flagstaff Police Department
STAFF RECOMMENDED ACTION:
- Approve the First Amendment to the Cooperative Purchase Contract with Flock Safety in the amount of $112,000, in addition to other fees and taxes, to the purchase of the Flock Cloud-Based Public Safety Program to include thirty-two (32) Flock Safety cameras and (4) Flock Safety Flex cameras; and
- If approved, authorize the City Manager to execute the necessary documents.
Executive Summary:
Staff from the Flagstaff Police Department presented to the Flagstaff City Council on September 2, 2025 an amendment to the state contract for a renewal of our Flock Safety Contract from 2024. The Flagstaff City Council also heard a citizen's petition to cancel the City's Flock Safety contract during the same meeting, and approximately thirty people made public comment on the topic at the dais. The Flagstaff City Council held a public discussion on October 28, 2025 to hear more community feedback regarding ALPR technology and Flock Safety. Flagstaff Police Department staff presented to Flagstaff City Council and the community about the public outreach the department has done to include a town hall, community dialogue sessions, university lectures, and multiple media interviews. The department also removed itself from the national lookup feature prior to the meeting, which shared license plate data with local, county, and state Flock law enforcement agencies from across the country.
Since the September 2, 2025 presentation, the Flagstaff Police Department has heard input from the community about our Flock Safety program. We wrote into our Automated License Plate Reader (ALPR) policy that we will not share our data for immigration enforcement. We have created a Flock Transparency portal which is active today, and this portal will list audits conducted with results and types of victims served as a result of the ALPR technology. We have worked with City Information and Technology (IT) to select a citywide technology oversight committee. The Flagstaff Police Department has worked with Flock Safety to limit our data retention from 30 days to 14 days to see the investigative impact the reduction of data retention will have for the community. This change is reflected in the attached amendment to the contract. We removed our police agency from the national lookup tool which makes all City of Flagstaff ALPR scans inaccessible to other law enforcement agencies in the country. After the October 28, 2025 community discussion from the citizen's petition, the Flagstaff Police Department removed itself from Flock's statewide sharing tool for Flock agencies in Arizona. We currently share our ALPR data with our close partners at the Coconino County Sheriff's Office, Northern Arizona University Police Department, and we are working to share with our nearby tribal partners. The Flagstaff Police Department is also committed to providing a six month check-in to provide an update on the department's ALPR program.

Previous Council Decision or Community Discussion:
- At a City Council meeting on June 18, 2024, the Flagstaff City Council approved an initial Cooperative Purchase Contract with Flock Safety for the FY 2024-25 Flock Cloud-Based Public Safety Program.
- On June 27, 2024, the City of Flagstaff entered into a Cooperative Purchase Contract with Flock Safety at a cost of $124,000, in addition to other fees and taxes (see attached).
- City Leadership and budget team have also approved this Flock Cloud-Based Public Safety Program in our FY2025-26 budget, which was voted on by council prior to the new budget year.
- Flagstaff Police Department presented to the Flagstaff City Council on September 2, 2025, and the Council also heard a citizen petition reference canceling Flock Safety.
- On October 28, 2025, the Flagstaff City Council held a community discussion on Flock Safety and voted to have the contract brought back in front of council.
Options and Alternatives to Recommended Action:
- City Council can approve the First Amendment to the Cooperative Purchase Contract with Flock Safety for the purchase of public safety cameras; or
- City Council can deny the First Amendment to the Cooperative Purchase Contract with Flock Safety for the purchase of public safety cameras.
Background and History:
The Flagstaff Police Department patrol division has struggled with staffing for several decades, and this technology allows our department to obtain leads on cases which were previously thought to be unsolvable because law enforcement members did not detect them. The Flock Safety camera system serves as a force multiplier for our community, and we have many documented successes with serving victims in our first year with the technology. In 2023 and 2024 alone, we have calculated numerous hit-and-run cases, shooting cases, homicide cases, and sexual assault cases where the Flock Safety cameras would have given our investigators leads to help solve these crimes.
After hearing from the community and stakeholders, the Flagstaff Police Department believes we have potentially found the right medium with our Flock Safety program. We no longer participate in the national and statewide lookup tool which has benefited many victims in our community and around the country. We also reduced our data retention period from 30 days to 14 days after hearing input from the community. If this First Amendment to the Cooperative Purchase Contract is approved, we look forward to seeing how these changes have affected our community.

The Flock Cloud-Based Public Safety Program has proven to be a success; there is a need to amend the original Cooperative Purchase Contract to continue the usage of the FlockOS hardware and software to protect and serve the Flagstaff community.
