TITLE:
STAFF RECOMMENDED ACTION:
Approve the purchase of the Peregrine software in the amount of $82,500 with funding allocated by the State for participation in a state-funded pilot program.
Executive Summary:
The City of Flagstaff Information Technology Division, in coordination with the Flagstaff Police Department (FPD), seeks Council approval to participate in a state-funded pilot program to implement an integrated law enforcement data platform. The platform is essential to the successful transition to a new CAD/RMS system and will provide a secure, CJIS-compliant repository for historical CAD and RMS data. This platform will lessen our need for a legacy data migration, reducing the cost and complexity of a new CAD/RMS implementation.
As FPD migrates to a new CAD/RMS environment, preserving access to archive records is critical to maintaining operational continuity and meeting investigative, legal, and public records obligations. This platform ensures historical data remains accessible, secure, and usable without reliance on unsupported legacy systems. In addition, the platform enables real-time decision and operations management by unifying data from multiple sources into a single interface for investigators, analysts, and command staff.
The Arizona Department of Administration (ADOA) has appropriated funding to support the implementation, maintenance, and support of a law enforcement data platform for use by multiple agencies across Arizona. The pilot includes licensing, configuration, and initial implementation services, with no obligation for the City to continue services beyond the pilot period.
Financial Impact:
This was an unbudgeted purchase. The Police Department will be using the budget appropriation from account number 001-04-061-0222-2-4343 to cover the initial contract term (FY 2025-26).

Approval of this item supports the City’s commitment to public safety, data security, and effective technology modernization. The project aligns with established policies related to records retention, information security, and operational continuity during major system transitions.
