TITLE:

Consideration and Approval of Contract:  Cooperative Purchase Contract with Play It Safe Playgrounds & Park Equipment for the McMillan Mesa Park playground replacement in the amount of $161,583.51
 

STAFF RECOMMENDED ACTION:

  1. Approve the Cooperative Purchase Contract in the amount of $161,583.51 with Play It Safe Playgrounds & Park Equipment replacing the aged playground with a new playground as a turnkey project through the 1GPA Cooperative Purchasing Agreement #23-07P-08 ; and 
  2. Authorize the City Manager to execute the necessary documents.

Executive Summary:

Approval of this Cooperative Purchase Contract with Play It Safe Playgrounds & Park Equipment will allow the City to purchase a turnkey (installed) play structure including demolition and haul away of the existing playground at McMillan Mesa Park.  The play structure is designed for all ages and abilities.

Playground inspection certified Parks staff evaluated all play structures in the City's park grounds system and identified this play structure as the fourth-highest priority for replacement as part of the PROSE Division BBB-Recreation 5-Year Capital program, as strategically planned with the Parks and Recreation Commission.  The first priority, Ponderosa Trails Park, was completed with a replacement in August 2024. The second and third priorities, Mobile Haven Park and Smokerise Park, were completed with replacements in March 2025.

Options and Alternatives to Recommended Action:

  1. Approve the Cooperative Purchase Contract in the amount of $161,583.51 with Play It Safe Playgrounds & Park Equipment replacing the aged playground with a new playground as a turnkey project through the 1GPA Cooperative Purchasing Agreement #23-07P-08 and authorize the City Manager to execute the necessary documents
  2. Not approve the contract and direct staff toward a different direction.

Background and History:

During the calendar year of 2021, staff worked with the Parks and Recreation Commission to create a capital priorities list to build the BBB Recreation 5-Year Capital program.  This strategic planning effort brings forward funds each fiscal year to replace aged playground equipment throughout the parks system.  The funds budgeted per fiscal year total $150,000 per year, and any leftover funds are carried forward into the next fiscal year to build the fund balance for larger pieces of equipment.  

Playground inspection certified Parks staff evaluated all playground equipment in the park grounds system and created a priority list of aged equipment for replacement, which varies in size and age of play style.  The play structure at Ponderosa Trails Park was the highest priority for replacement due to age, obsolete parts and components, plus it was no longer repairable through a fiscally responsible lens and was replaced in 2024. The next two play structures that were replaced for the same reasons, Mobile Haven Park and Smokerise Park, were completed in March 2025. The fourth structure that needs to be replaced is McMillan Mesa Park. The selected replacement equipment from Play It Safe Playgrounds & Park Equipment will update the McMillan Mesa Park playground with accessible play for all ages and abilities.

The Parks Section requested two design proposals from five different playground manufacturers. Parks utilized Connect Flagstaff to allow the residents of the McMillan Mesa neighborhood to rank and give input on all ten designs, with the top ranking design being selected. The Procurement Section identified a cooperative purchase agency contract to utilize for the purchase of playground equipment and services. 1Government Procurement Alliance (1GPA) is a nonprofit national governmental purchasing cooperative that conducted a competitive and open procurement process through Invitation for Bid No.# 23-07P that resulted in Contract #23-07P-08. Utilizing this agency contract in a City of Flagstaff cooperative ensures that we are utilizing a responsible vendor with demonstrated proficiency in playground design and construction, at the most competitive prices.
