TITLE:

Consideration and Approval of Contract: Approve the Downtown Flagstaff Enhanced Services Contract with Flagstaff Downtown Business Alliance in the amount of $666,959.05, annually.
 

STAFF RECOMMENDED ACTION:

  1. Approve the Downtown Flagstaff Enhanced Services Contract with Flagstaff Downtown Business Alliance in the amount of $666,959, annually; and
  2. Authorize the City Manager to execute all necessary documents. 

Executive Summary:

The City Council identified transformation of the downtown as a Council budget consideration during the January Council Budget Retreat. City staff presented a concept to Council for downtown enhancements at the April Council Budget Retreat. Based on the Council's feedback, City staff finalized the scope of work and completed a solicitation to enter into a contract for downtown enhanced services. The evaluation committee consisted of six City staff and two community members. The evaluation committee selected Flagstaff Downtown Business Alliance as the most qualified respondent. 

This Downtown Flagstaff Enhanced Services Contract ("Contract") will provide greater support to a leading economic driver in the community and, partnering with an agency that works to preserve, promote, and enhance the vitality of Historic Downtown, will provide enhanced sanitation, maintenance, beautification, events and marketing. Staff have worked with the Flagstaff Downtown Business Alliance to negotiate the terms of the attached Contract and Scope of Work. The enhanced services will include graffiti, excrement, and weed removal; pressure washing and surface cleaning; parking kiosk cleaning; restroom cleaning and servicing; painting of red and yellow curbs and downtown green assets; snow, ice, and cinder removal; post-event cleanup; daily cleaning; and enhanced event and marketing programming. 

This is a three-year contract with the ability to renew up to two additional one-year terms. The compensation is $666,959.05, annually, and the City will be invoiced monthly for 1/12th of the Contract amount. The Flagstaff Downtown Business Alliance will provide quarterly reports to City staff and two presentations to City Council per year.

Policy Impact:

The Comprehensive Parking Management Program language may be updated to clarify the intent to improve public streets and rights-of-way and maintenance in the administrative guidelines.
