TITLE:

Consideration and Adoption of Resolution No. 2026-12:  A resolution of the City Council of the City of Flagstaff, Arizona, authorizing the execution of the Lone Tree Ranch Development Agreement between the City of Flagstaff and Lone Tree Ranch, L.P. related to the development of approximately 8.51 acres of real property generally located at the northeast corner of Lone Tree Road and Pine Knoll Drive and establishing an effective date
 

STAFF RECOMMENDED ACTION:

Executive Summary:

State law allows the City to enter into development agreements by resolution.  The proposed agreement governs the terms and conditions for the development of the real property generally located at the northeast corner of Lone Tree Road and Pine Knoll Drive, including affordable housing, incentives, FUTS grading, ROW dedications, and gate and access control conditions.

Previous Council Decision or Community Discussion:

City Council voted (X-X) in support at the first read of the direct to ordinance zoning map amendment request associated with this development agreement.

Options and Alternatives to Recommended Action:

  1. The City Council may approve the Development Agreement as presented.
  2. The City Council may approve the Development Agreement with additional, modified, or deleted terms.
  3. The City Council may remand the Development Agreement back to staff for additional negotiations with the applicant.
  4. The City Council may deny the Development Agreement.

Background and History:

The applicant has also requested a Direct to Ordinance Zoning Map Amendment of approximately 8.51 acres located at the northeast corner of Lone Tree Road and Pine Knoll Drive to allow the construction of a 168-unit multi-family residential development, consisting of 100% Affordable units.  The proposed development consists of four three/four-story apartment buildings, a clubhouse, outdoor amenities, and on-site surface parking.
Notification of this request was made by first-class mail to all property owners within 300 feet of the subject property, to all homeowners' associations that govern land within 1000 feet of the subject property, as well as all persons or groups whose names are on the registry of interested persons and groups.  The applicant also installed a sign on the development site.
