TITLE:

Consideration and Adoption of Resolution No. 2026-16: A resolution approving the Intergovernmental Agreement between the City of Flagstaff and Coconino County for election services for the Primary Election, if necessary, to be held on July 21, 2026 and the General Election to be held on November 3, 2026

STAFF RECOMMENDED ACTION:

  2. City Clerk reads Resolution No. 2026-16 by title only (if approved above)

Executive Summary:

With the exception of Phoenix and Tucson, who perform their own elections, municipalities across the state contract for the operation of their elections, primarily with their respective county. While the City is responsible for many of the election activities such as preparation of the resolution, ballot language, public notices, and Information Pamphlet, the County prepares the ballot (with approval by the City), and then mails out and receives the ballots, as well as counts the ballots on election day. The attached Intergovernmental Agreement (IGA) outlines the roles of the City and County for the July 21, 2026 Primary Election, if necessary, and the November 3, 2026 General Election.
