TITLE:
Consideration and Approval of Contract: Lease Agreement between City of Flagstaff and Hopi Tribe Economic Development Corporation located at 5200 E. Cortland Boulevard, Suites A1-6 for Library Space.
STAFF RECOMMENDED ACTION:
Staff recommends that City Council approve the lease agreement for the temporary East Flagstaff Library site at 5200 E. Cortland Blvd. Suites A1-6, and authorize the City Manager to execute the lease and any related procurement documents for necessary facility tenant improvements, not to exceed $200,000.00, to provide interim library space for East Flagstaff Library.
Executive Summary:
The passage of Coconino Community College ("CCC") bond in November 2025 included funding to redevelop its East campus located at 3000 N Fourth St. The existing East Flagstaff Community Library operates out of the existing campus. Redevelopment of the CCC campus is expected to result in a purpose-built facility for the East Flagstaff library on the redeveloped campus. This lease secures a location for an interim East Flagstaff library during redevelopment of the CCC campus. A search of available properties on the market and inquiries to other properties not on the market was conducted with very few available properties meeting the square footage requirements suitable for an interim library capable of maintaining the existing level of service as the current location. The space located at 5200 E. Cortland Blvd. Suites A1-6 meets the requirements. The lease is effective from August 1st, 2026 until October 31, 2030. The landlord is providing three months of rent abatement to allow for tenant improvements, remodeling, and move-in. Based on current discussions with CCC, City Staff believes this lease term strikes the right balance between an expected delivery of a redeveloped campus and ensuring continued library services at an Eastside location throughout any construction contingency delays.
Financial Impact:
The City's monthly rent is set at $13,362.18 for an annual cost of $160,346.16

Intergovernmental Agreement (IGA) and Partnership Origin
The East Flagstaff Community Library operates under a highly successful, long-term co-location partnership between the City of Flagstaff and Coconino Community College (CCC). Established to maximize public resources and prevent the costly duplication of civic facilities, the Intergovernmental Agreement (IGA) that functions as a long-term co-location lease partnership allows the City to run a full-service public library branch directly on CCC’s Fourth Street Campus (3000 N. Fourth St.).
Under this shared-space framework, CCC provides the physical building infrastructure, while the City of Flagstaff manages the daily public operations, library staffing, specialized community programming, public technology access, and literary collections.
Current Operations and Footprint
For years, this partnership has served as a critical educational and community anchor for residents, families, and students on the east side of Flagstaff. The library currently occupies approximately 10,000 square feet within the existing Fourth Street campus footprint.
The facility is heavily utilized, offering essential neighborhood services that include:
In response to regional growth and modern educational needs, CCC is moving forward with a major, campus-wide master plan, remodel and reconstruction project at the Fourth Street location.
While this construction requires the temporary evacuation of the current library space, the long-term outlook for the partnership is highly positive. Following the completion of the campus overhaul, the East Flagstaff Community Library will return to a brand-new, state-of-the-art facility. This permanent new home will double the library's permanent footprint from 10,000 to 20,000 square feet, significantly expanding public spaces, technological capacity, and neighborhood resources for decades to come.
Need for Temporary Relocation
Because the scope of CCC's upcoming construction requires a complete vacancy in the existing facility, a temporary "bridge" location is required to prevent a service gap.
To maintain operational continuity, City staff launched a targeted real estate search on the Eastside, evaluating properties for square footage, transit accessibility, parking capacity, and code compliance. This search resulted in the selection of 5200 E. Cortland Blvd., Suites A1-6 (approximately 7,200 sq. ft.) as the optimal interim site to sustain library operations throughout the construction window.

It sits right off Country Club Drive with excellent connectivity to Route 66, U.S. Hwy 89, and Interstate 40, ensuring that the existing patron base can transition to the temporary location with minimal disruption.
