TITLE:

Consideration and Approval of Contract: Cooperative Purchase Contract with Municipal Emergency Services, Inc. for the purchase of specialized fire and safety equipment not to exceed $200,000 per budget year.
 

STAFF RECOMMENDED ACTION:

  1. Approve the Cooperative Purchase Contract with Municipal Emergency Services, Inc. for the purchase of specialized fire and safety equipment not to exceed $200,000 per budget year; and
  2. Authorize the City Manager to execute all necessary documents.

Executive Summary:

Adopting the Cooperative Purchase Contract with Municipal Emergency Services, Inc. (MES) would allow the Flagstaff Fire Department to purchase necessary specialized SCBA and PPE fire and safety equipment through MES. This is a new contract request for the Fire Department with MES to expense up to $200,000 per budget year for materials and services. Municipal Emergency Services, Inc. (MES) is utilized by the Fire Department for specialized respiratory protection equipment, testing, maintenance, and firefighter PPE. MES provides SCBA flow testing, breathing air system and compressor service, hydrostatic testing of SCBA cylinders, and related breathing air services. The Department also purchases firefighter protective equipment, including fire helmets, from MES. These services and equipment are essential to maintaining firefighter respiratory protection systems, equipment readiness, and compliance with applicable testing and safety requirements.

The equipment purchased from MES is typically highly specialized in nature or is purchased as a replacement to match existing equipment. Maintaining consistency with existing equipment provides familiarity for personnel, supports operational efficiency and safety, and reduces the need for personnel to adapt to different equipment during emergency operations. Utilizing MES also provides access to the specialized testing, maintenance, and repair services necessary to maintain the Department's existing equipment and ensure it remains operationally ready.
 

Financial Impact:

The Flagstaff Fire Department would only purchase equipment that is within the approved budget any given year. Utilizing the Cooperative Purchase Contract will allow the Flagstaff Fire Department to obtain better pricing through the underlying cooperative purchase contract.

Options and Alternatives to Recommended Action:

  1. Adopt the Cooperative Purchase Contract with MES not to exceed $200,000 per year; or
  2. Direct the Flagstaff Fire Department to solicit and purchase each piece of specialized fire and safety equipment.

Background and History:

In February 2022, the City Council approved a Cooperative Purchase Contract with Municipal Emergency Services for the purchase of specialized fire and safety equipment not to exceed $200,000 per budget year. The underlying agency contract has expired, and we are no longer able to utilize that contract. Approval of this request will allow the Flagstaff Fire Department to continue purchasing specialized fire and safety equipment through a new cooperative contract with the same intent.
City Purchasing Staff found that MES has a Cooperative Purchase Contract #011824 with Sourcewell to supply materials and/or services, which was awarded through a competitive and open procurement process. The Flagstaff Fire Department plans to utilize the MES Cooperative Purchase Contract to ensure the best pricing when purchasing necessary equipment and obtaining services to maintain existing equipment. The Contract will be valid for as long as the underlying cooperative purchase contract is valid, which will allow the Flagstaff Fire Department to purchase as needs arise. 

Procurement Notes: Sourcewell contract 011824-MES is current, Statement of Work covers the City's purchase, and there is cooperative language in contract.
