TITLE:
Consideration and Approval of the Settlement: of the Notice of Claim by the Estate of Hassan Ibrahim, Ayisha Mohammed, and all statutory beneficiaries.
STAFF RECOMMENDED ACTION:
- Approve the settlement of the Notice of Claim by the Estate of Hassan Ibrahim, Ayisha Mohammed, and all statutory beneficiaries, pursuant to the terms of the tentative settlement discussed in executive session on July 31, 2026, and,
- Authorize and direct the City Attorney to execute all documents and take such other actions as are necessary to finalize the settlement.
Executive Summary:
This Notice of Claim arises from a fatal automobile accident involving Mr. Ibrahim that occurred on September 20, 2025, near E. Butler Avenue in Flagstaff. Ms. Mohammed is alleging claims arising out of the accident on behalf of the estate, herself, and Mr. Ibrahim's statutory beneficiaries as a result of the accident. The City has reached a tentative settlement of the Notice of Claim, subject to the approval of the City Council. The tentative settlement and legal advice related thereto were discussed with the City Council in executive session on July 31, 2026.
Financial Impact:
Funding for this settlement is available through the City's self-insurance trust fund and its insurance policy through the Arizona Municipal Risk Retention Pool.
