Discussion of Form-Based Code (Transect Zones)
DESIRED OUTCOME:
Receive direction from Council on the current state of the Form-Based Code (Transect Zones) and suggestions for what, if any, amendments to the Form-Based Code Council would like staff to examine.
EXECUTIVE SUMMARY:
The Form-Based Code is an integral component of the 2011 Zoning Code. After 5-years of utilizing the code, it is an appropriate time to examine the code and discuss what is working in the code and what could use some fine tuning. In response to a citizen petition, Council directed staff to facilitate a Work Session on the Form-Based Code. The following topics will be discussed as part of staff's presentation, a copy of which is attached:
- What are Form-Based Codes?
- Organization of the Flagstaff Form-Based Code.
- How was the Flagstaff Form-Based Code created?
- Conventional vs. Transect zoning
- Transect zone projects
- Lessons learned
- Where to go from Here?

7) Continue to implement the Flagstaff Regional Plan and focus efforts on specific plans
REGIONAL PLAN:
The Regional Plan Goal and Policies that could be applied to the Transect Code and that relate to development are too numerous to list. Any proposed amendments to the Transect Code that come out of this Work Session will go through an extensive Regional Plan analysis.
