City Council FY2018 Budget Retreat

RECOMMENDED ACTION:

The objectives for the FY2018 Budget Retreat include:

1.  Understanding of initial budget outlook for FY2018
2.  Identify City Council's budget priorities for FY2018

Executive Summary:

The budget for the City of Flagstaff is the policy document that reflects the goals and objectives of the City Council.  Over the course of several months the Council meets to gather input on major budget issues prior to preparation of the budget.

The January 19th retreat will be the first of three Council budget retreats and work sessions for upcoming FY2018. This special meeting is set to review the financial outlook and major discussion points prior to preparing the annual budget.  In addition, the Flagstaff City Council will provide the City Manager direction on their priorities for the FY2018 budget.

  • Consideration and adoption of Council Goals 2017-2019
  • Budget process overview
  • Fiscal policies & "color of money" overview
  • FY2018 outlook
  • Employee Advisory Committee presentation

Financial Impact:

City Council will provide the City Manager direction on their FY2018 budget priorities that will be used to develop to City Manager's recommended FY2018 budget.

2014-2016 COUNCIL GOALS:
1) Invest in our employees and implement retention and attraction strategies
2) Ensure Flagstaff has a long-term water supply for current and future needs
3) Provide sustainable and equitable public facilities, services, and infrastructure systems in an efficient and effective manner to serve all population areas and demographics
4) Develop and implement guiding principles that address public safety service levels through appropriate staff levels
5) Explore and adopt policies to lower the costs associated with housing to the end user
6) Provide a well-managed transportation system
7) Continue to implement the Flagstaff Regional Plan and focus efforts on specific plans
8) Improve effectiveness of notification, communication, and engagement with residents, neighborhoods and businesses and about City services, programs, policies, projects and developments
9) Improve the economic quality of life for Flagstaff through economic diversification, and by fostering jobs and programs that grow wages and revenues
10) Support and assist the most vulnerable
11) Ensure that we are as prepared as possible for extreme weather events

REGIONAL PLAN:
The budget process has many Regional Plan considerations.

This is the first of three retreats and/or work sessions with City Council to discuss the FY2018 budget.
